Awards Announced

Division 40 and the American Psychological Foundation announce the first recipients of two new honors that will be recognized annually at the August APA meeting.

Louis Costa, Ph.D., ABPP is the first to be honored with the Arthur L. Benton Lectureship. Dr. Costa is Director of the Neuropsychology Program, Chair of the Department of Psychology, and Dean of Social Sciences of the Faculty of Arts and Sciences, at the University of Victoria, Victoria, British Columbia, Canada. Dr. Costa is recognized for his research in clincal and experimental neuropsychology, in cerebral organization, and his role in the professionalization of neuropsychology, including the establishment of Division 40. Dr. Costa will present an address entitled Lifespan Neuropsychology” at the APA meeting in New York, preceding the Division 40 Presidential Address.

The first recipient of the Robert A. and Phyllis Levitt Early Career Award in Neuropsychology is Max R. Trenerry, Ph.D., ABPP. Dr. Trenerry is an Assistant Professor of Psychology at the Mayo Medical School in Rochester, Minnesota where he is on the consulting staff for the Mayo Clinic. Dr. Trenerry has an active clinical responsibility, is in charge of a postdoctoral fellowship program in medical psychology, conducts research in epilepsy surgery and the neurocognitive effects of hypothermia during coronary arterial bypass graft, and is Program Chair for Division 40. This award is given to an APA member psychologist who is not more than 10 years post doctoral degree and who has made a distinguished contribution to neuropsychology in research, scholarship, and/or clinical work.

The next call for nominations for the Levitt Award will be published in the September issue of The Monitor. Matthews, Steven Mattis, and Oscar A. Parsons.

Convention Program

The Division 40 program for this year's APA Convention is included in this edition of the Newsletter, along with the program for Division 22 (Rehabilitation).

A record number of submissions (185) was received this year. Those accepted for the program were organized into daily themes. Friday has most of the pediatric research presentations, Saturday's program-ming contains neuroimaging and Science Weekend sessions, Sunday's programming includes sessions involving rehabilitation issues and Division events, and Monday's programming includes sessions on aging, dementia and medical issues.

Neuropsychology is well-represented in this year's Science Weekend programming. Two sessions are included in the Summary Program, one on neuroimaging and cognition and one on the neuropsychology of AIDS. It is planned that the complete Science Weekend program will be mailed to preregistered Division 40 members.

1. The meeting was called to order by Dr. Carl Dodrill at 2:O0. The Executive Committee (EC) extended its warm thoughts
to Drs. Adams and White, both of whom were absent due to
family health problems.

2.The minutes of the Executive Committee of August 12, 1994 were reviewed and passed.

3. Treasurer's Report/Dues Increase (Van Gorp): Dr. Van Gorp reviewed current Division 40 budget status. The Division has $31,563.86 in cash assets, $31,169.22 in a certificate of deposit, together totalling $68,733.07. This year's operating budget is $34,900.00. Expenditures to date (8/94-2/95) total $14,426.80. However, expressed needs are on the rise due to increased membership and increased postage rates, both affecting the cost of Divisional mailings, as well as additional committee work requiring financial support. A discussion of increasing dues ensued, following up on the discussion from the August, 1994 EC meeting. Dr. Van Gorp presented information about other Divisions' dues. Division 40's dues of $7.00 are almost the lowest in APA (mean dues all Divisions = $19.52). Mean dues for other prace Divisions is $35.00, with little difference noted between those with and without journals as part of dues. Pros and cons of raising dues were discussed. Dr. Dodrill directed each EC member with a budget to develop a proposed three year budget to be mailed to Dr. Van Gorp by May 1, 1995. These budgets will be reviewed at the August, 1995 EC meeting, and a final decision about raising dues will be reached based upon the documented needs from each area.

4. Council Representatives' Report (Goldstein): The Council will be meeting in two weeks. Dr. Goldstein anticipates a discussion of the accreditation of new specialties as well as proposed new Divisions (Psychology of Men, Division of Managed Care).

5. Newsletter Editor's Report: Dr. Dodrill reported for Dr. White. The Newsletter was mailed out to all members in late January, 1995. Deadline for the August edition is May 1, 1995. The Newsletter will continue to have "tear out" pages addressing important issues to facilitate easy dissemination.

6. Membership(Meneese): The Membership Committee has received approximately 700 requests for membership materials since August, 1994, and has received back 150 completed applications to date. They will be presented for membership at the August, 1995 EC meeting.

7. Elections (Heaton): The Nominations Committee (Heaton, Mattis, Dodrill, Parsons, Mathews) will be meeting later today to draft propsective nominees to fill Division positions coming open in August, 1995. The Division will be electing a President-Elect, one Member at Large to the Executive Committee, and two Council representatives. We were successful in increasing Division 40's representatives to Council from two to three. A Call for Nominations will bemailed to all Division 40 voting members around 2/16/95, and members are strongly encouraged to nominate themselves and others.

8. Fellows: Dr. Dodrill reported for Dr. Tarter. There is one completed application for Fellow status at present. All are due to APA by 4/1/95. Dr. Tarter has decided to resign as Chair of the Fellows Committee, and a replacement is currently being sought.

9. Program/Science Weekend (Trenerry): The Program Committee this year received 185 submissions, the most since 1985. Acceptance rate was 77%, and events are scheduled over four days. Division 40 will be actively participating in Science Weekend, highlighting neuropsychology's role in science and health care. Divisions 40 and 22 will again share a Social Hour on Sunday, August 13. Funding for this events has been generously provided by PAR and The Psychological Corporation. Dr. Trenerry also recommended reducing the term of Program Chair to two years from the present three years.

10. Ethics (McSweeney): "The Ethical Neuropsychologist" column will soon begin appearing in The Clinical Neuropsychologist. The APA book Ethics for Psychologists; A Commentary on the APA Ethics Code was published in December, 1994, and a few suggested from the Division's Ethics Committee were included. The issue of third-party observers watching neuropsychological evaluations continues to be a serious concern for many neuropsychologists.

11. Task Force- Training, Accreditation & Credentialing (Crosson): The Task Force will present a final report at the August EC meeting, addressing the original mandates charged to the Commitee. Issues germane to this area will subsequently be handled by the Education Advisory Committee. This group will be having a full-day meeting during INS to work out remaining issues. Representatives from NAN will be attending. The definition of a clinical neuropsychologists remains at the forefront of this group's work. Educational guidelines and the issue of grandfathering will also be on the agenda.

12. Program Listing (Cripe): An updated listing of neuropsychology training programs was mailed to TCN in November, 1994, with tentative publication slated for later in 1995. 139 programs will be included: 31 graduate programs, 42 predoctoral internship programs, and 66 postdoctoral programs. The individuals sending in the program listing materials signed statements that the program was in compliance with Division 40/INS guidelines. Dr. Cripe discussed ideas about putting this information on the Internet.

13. Professional Affairs (Eubanks): The brochure describing neuropsychological services is again being reviewed by APA before it can be disseminated. The issue of third-party observers in evaluations is also being discussed by this committee. In addi-

tion, Dr. Eubanks has been invited to sit in a number of other organizations' meetings as an observer.

14. CPT Code Task Force (Puente): As of January, 1995, the following CPT codes are in effect for neuropsychological evaluation (in Neurology): 95880: Assessment of aphasia; 98881: Developmental Testing; 95882: Neurobehavioral status exam; 95883: Neuropsychological testing battery. There also now is a CPT code for neuropsychological rehabilitation, 97770: Development of cognitive skills. Dr. Puente will be drafting a proposal for the EC to consider for Division 40 to participate in a joint effort with APA and NAN to educate insurance carriers about neuropsychology.

15. Minority Affairs (Strickland): Three subcommittees are currently working on different topics involving minority issues. A conference will be held in Los Angeles October 5-7,1995 on the neuropsychiatric aspects of aging, and has received support from a number of large government agencies, with APA providing support with mailings. There will be a number of presentations relevant to neuropsychology, and several will address cultural influences.

16. International Liaison (Heilbron-ner): Several Division members responded to Dr. Heilbronner's request in the Newsletter for people interested in working on this committee. He attended the Committee on International Relations (CIRP) meeting in DC in September, 1994, and updated the EC on APA activities in this area.

17. Planning Committee/Specialty Recognition (Meier): An application requesting specialty status recognition for neuropsychology was filed with APA in Fall, 1994.

18.Science Advisory Committee (Marcotte): Members are currently being solicited to serve on this committee, with an appeal made by Dr. Dodrill in the Winter Newsletter. Dr. Nelson Butterrs was nominated by the Division for the 1995 APA Distinguished Scientific Contribution Award, and 100 neuropsychologists were directly appealed to to write letters of support to the Awards Committee on behalf of the nomination. Dr. Edith Kaplan was nominated by the Committee for inclusion in an upcoming book on influential women psychologists.

19. Education Advisory Committee (Crosson): Members are currently being enlisted to join this committee.

20. Practice Advisory Committee (Eubanks): A number of Division members have approached Dr. Eubanks about working on this new committee.

21. Public Interest Advisory Committee (White): No report.

22. Awards: Benton, Levitt (Baron): Dr. Baron is Chairing this new Ad Hoc Committee, with members including Drs. Matthews, Parsons, Haaland, and Mattis. Dr. Lou Costa will be the recipient of this year's Benton award, and will deliver a one hour talk at the annual convention. The Levitt Award winner this year will not deliver a talk at the convention. A Call for Nomina-tions will be mailed to all members in February, and the deadline for receipt of materials is April 1, 1995.

23. Hecaen Award (Hamsher): A number of announcements for this award are being published, including in the APA Monitor, American Psychologist, and in neuropsychology journals. The Graduate Student Association will also be notified. Deliberations will begin this Spring. Dr. Robert Heaton is serving as a member of this committee.

24. Clinical Neuropsychology Synarthy (Hamsher): A meeting will be held tomorrow to describe the broad goal of this group, which is to bring together and coordinate the efforts of a number of separate neuropsychology groups on topics of mutual interest, such as postdoctoral training and continuing education.

25. Health Services Utilization Study (Van Gorp): Dr. Van Gorp reviewed recent movements in psychology to provide efficacy studies for various treatments, particularly in light of managed care influenced changes in health care delivery. Questions are arising as to whether neuropsychology should be conducting such studies at this time. APA and NAN are discussing similar issues. Dr. Van Gorp will write about these issues, and proposed projects in the upcom-ing Newsletter.

26. Dr. Dodrill then welcomed Dr. Sandra Koffler, President of the National Academy of Neuropsychology, to the meeting. Dr. Koffler presented an overview of recent NAN activities, and further discussed ways Division 40 and NAN might be able to collaborate in areas of mutual interest and concern, including training, credentialing, and cultivating today's students in neuropsychology into the leadership positions of the future.

27. Editorship, Neuropsychology (Dodrill): Dr. Nelson Butters will be resigning as Editor of Neuropsychology at the end of 1995, and APA is currently conducting a search for a new Editor. Dr. Dodrill has been asked to serve on this committee.

28. Nominations to APA Committees (Heaton and Dodrill): APA recently requested nominations to serve on various APAcommittees. Drs. Heaton, Adams and Dodrill reviewed positions open, and submitted the names of Division 40 members to serve on 13 possible committees.

29. APA Task Force on Psychopharmacology (Strickland): Dr. Strickland is serving on an APA Task Force examining the issues of training in psychopharmacology and prescription privileges for psychologists. The group will be meeting again in March, 1995. The Education Advisory Committee for the Division will be taking up similar issues in the next few months.

30. Divisional Leadership Conference: Dr. Dodrill reported for Dr. Adams. Dr. Adams attended the Divisional Leadershipconference in Washington in January, 1995, and was very enthusiastic about it. Max Trenerry also attended, as the Program Chairs also meet at the same time. Dr. Adams encouraged the Division to continue to send representatives to this meeting in the future.

31. Archives of the History of American Psychology (Dodrill): At August, 1994 EC meeting, a request from the Archives of the History of American Psychology at the University of Akron was tabled forconsideration until this meeting. The request was reviewed, and the EC voted to contribute $500.00 to the Archives, and to ask if Division 40 materials can be stored there. Dr. Marcotte will make this inquiry at the time the donation is sent.

 highlighted to the EC proposed amendments to the APA Association rules, and asked if anyone had specific concerns, that they address them with Gerry Goldstein, APA Council representative for the Division.
