President 's Message

This past Fall I wrote to the the Division 40 membership, requesting your support in obtaining for the Division a third seat on the APA Council of Representatives. We have not yet heard a bout the results of the recent APA apportionment ballot for composition of the next Council. However, given the current size and rate of growth of Division 40, increases in our Council representation are inevitable. In fact, of 50 APA divisions, we are now the 6th largest; only one division of our size has grown faster over the last five years (Division 42, Psychologists in Independent Practice). Other evidence of the strength and vibrancy of our field within APA is the tremendous success of the new APA publications, Neuropsychology and PsychSCAN: Neuropsychology. In its first year of APA publication, institutional subscriptions for Neuropsycholog y have more than doubled and its individual subscriptions are approaching 6000.

All of this growth in our field and in our division should translate into increasing influence within APA governance, which in turn has the potential for advancing the professional and scientific interests of clinial neuropsychology. But this is not automatic. It requires knowledgeabale and active council representatives, which we have in Kenneth Adams and Gerald Goldstein, and a well articulated agenda for them to pursue. As a recent council representative, I have become aware that clear division goals need to be articulated in order for us to be maximally effective.

During my tenure on Council, Division 40 representatives became increasingly involved in the APA caucus groups, kept track of current or proposed activities of APA governance that seemed relevant to neuropsychology, communicated these to the division Executive Committee (EC) and the membership, and worked to ensure that the division's views on various matters were considered by the appropriate officials or groups within APA. In short, our roles were more reactive than proactive. It also became clear to me that most important policies and activities of APA, which were ultimately voted on by the Council of Representatives, were actually initiated and developed long before the Council vote. This important background work is accomplished within  key APA boards, committees, task forces and directorates. By the time an initiative arrives on the floor of Council, it may be too late for individual representatives to have any significant influence on its content.

Division 40 Council Representatives can have a greater influence on APA activities, and can better serve the interests of our membership and our field, if we provide them with clearer guidance about what we want to accomplish. Therefore, I am establishing a Planning Committee to consider in detail the current and future goals of the Division, as well as propsed methods for achieving these goals. For example, if we have goals in common with other APA divisions, we should establish closer communication and cooperative working relationshipswith those divisions. If specific APA boards and committees are relevant to key divisional goals, we should target those groups for increased communication immediately, and for eventual inclusion of Division 40 membership. Getting targeted people on APA boards and committees is done through a complex nomination and election process, and takes a great deal of time and concerted effort. Nevertheless, to be more effective in the long run, we need to become more politically active in these ways now.

I propose that our Planning Committee be chaired by our Council Representatives, and that it include other members of the EC (at a minimum, the president elect and the current and past presidents) and chairs of other relevant Division committees (e.g., Professional Affairs, Minority Affairs, and the Task Force on Education, Accreditation and Credentialing). Recommendations of the Planning Committee will be submitted to the EC for approval, and will be communicated to the membership through the EC minutes and division newsletter.

Perhaps most importantly, I strongly encourage the advice and assistance of the broader Division 40 membership in this process. Please communicate to me or to Kenneth Adams or Gerald Goldstein any recommendations you may have about specific goals that should be pursued by the Division. We want and need your input. Executive Committee Meeting
American Psychological Association

1. Dr. Parsons called the meeting to order at 4:02 pm.

2. Dr. Janet O'Keefe from the Public Policy Office of APA presented a report of the activities of that office and encouraged members to consult their office.

3. The minutes of the meeting from Galveston, TX in February 1993 were approved.

4. Council Representatives . Dr. Adams and Dr. Goldstein reported on recent developments regarding the National College of Psychology. There was extended discussion about providing the membership with information about the advantages and disadvantages of the goals of the national college. Drs. Adams and Goldstein will summarize the positions which will be distributed to the membership. There is also a proposal to restructure APA's Council of Representatives so that each state will have its own representative.

5. Newsletter Editor's reported was presented. There was a discussion about expanding the scope of the newsletter to provide more information about emerging issues facing the Division. Chairs of committees and task forces as well as council representatives will be encouraged to submit brief reports.

6. Membership . Dr. Horn presented the names of 588 new applicants including 292 members and 296 student members. The increase in membership this year was 8.5%. Dr. Horn raised the possibility of charging student members dues. Students are not officialy on our roles as far as APA is concerned and we do not get mailing labels for them. It was moved that the newsletter should be sent to all student members when labels became available. This would be a two year trial period. The motion was approved unanimously. Dr. Horn's term expires at the end of August 1994. A process will begin to select his successor. Dr. Horn was encouraged to write to APA to encourage them to provide mailing labels for students.

7. Dr. Mattis reported that Dr. Carl Dodrill is the new President-Elect and Dr. George Prigatano is the new member-at-large. Approximately 950 members cast ballots in the election.

8. Fellows. Dr. Meier reported that all of the 7 new fellow applicants were approved by the APA membership committee. During the three years during which Dr. Meier was chair of the fellows committee 23 of 26 candidates put forward were approved. Dr. Meier is resigning from the chair and Dr. Ralph Tarter has agreed to take over the committee. The new fellows are Joan C. Borod, Bruce A. Crosson, Robert J. Ivnik, David W. Loring, Joseph J. Ryan, Roberta Finhaber White, and Barbara C. Wilson. Two old fellows in other divisions were also awarded fellowship in Division 40. These were Alfred Kaszniak and Murray Alpert.

9. Program Committee . (Dr. Marcotte) There are 33 hours of direct programming, and we donated 12 hours to other groups or mini-conventions. Dr. Marcotte encouraged membersof the executive committee to attend the Sunday sessions. Approximately l/3 of submissions this year were from students. Dr. Marcotte's term will expire next year and it will be necessary to select a successor to begin learning the process. Dr. Max Trenary was appointed to succeed Dr. Marcotte as the next Program Committee Chair.

10. Dr. Donna Daily and Dr. Amy Robinoff from the practice of directorate presented current information about health care reform and possible models for neuropsychological services and reimbursement. There also have been recommendations about relative value scales for neuropsychology. The recommendations for neuropsychology have been endorsed and forwarded to Health Care Financing Administration. The range of values that have been recommended are between 2.0 and 2.2.

11. CTP Task Force . Dr. Puente and Dr. Wilcoxin have been appointed as advisors to AMA. Dr. Puente will provide a summary of the process and progress to date, that would be pub-lished in the Division newsletter.

12. Professional Affairs Committee. Drs. Bieliauskas and Yozawitz reported on developments for federal regulations of practice, which will require periodic input from individuals with various areas of expertise. A committeewill be appointed to establish a mechanism to identify people who could serve as members of committees.

13. APA Clinical Assessment Project. Dr. Yozawitz reported plans to develop volumes which are intended to define assessment practice for neuropsychology. The Professional Affairs Committee recommended that the President write a letter stating that the Division should be involved in issues related to the practice of neuropsychology. Dr. Yozawitz was asked to draft a response for the president. Dr. Yozawitz also reported on developments for DSM-IV and DSM-V. There is some interest in receiving input from the Division regarding relevant sections. The Professional Affairs Committee recommended that a task force be appointed with Dr. Stan Berent as chair to respond to the initial request for DSM-IV and subsequently for DSM-V. The executive committee approved the request.

14. Dr. Bieliauskas and Dr. Eubanks presented a brochure which has been developed and is intended to provide basic information about clinical neuropsychology. The committee will review the document and provide feedback to Dr. Eubanks by the end of October. A revision will be circulated prior to the Cincinnati meeting.

15. The prescription privileges statement has been published. Dr. Bieliauskas reported on new criteria for required services for head-injured children.

16. Drs. Bieliauskas, Hart, Yozawitz and Berent are completing their terms on the committee. Dr. Hart is in the process of drafting a report on diagnostic codes. Dr.Parsons thanked Dr. Bieliauskas for his efforts. Dr. Dan Eubanks will be the new chair of the committee.

17. Ethics . Dr. McSweeny reported on the activities of the committee.

18. (Dr. Cripe) The updated training program listing will be published in the next issue of The Clinical Neuropsychologist 113 programs are listed and the database is somewhat expanded from the previous version.

19. Dr. Parsons reported on appointment of new committee chairs for the Hacaen award. Minority Affairs, International affairs, and the Task Force on Training, Accreditation and Credentialing.

20. Dr. Parsons reported on the suggestions that he made to APA's request for information regarding the second century assembly.

21. Dr. Parsons reported on response to his presidential message regarding national norms for neuropsychological tests. He recommended that a task force be fored to examine the issues surrounding development of national norms. There was discussion of the range of issues which a task force might puruse and it was suggested that the group contain division members with varying perspectives on this issue. There was general agreement that a broadly charged group would be worthwhile.

22. Dr. Meier reported that APF has established a Benton lectureship.

23. The meeting was adjourned at 7:00 pm.
