President's Message
I wish to thank the many persons who wrote to me in response to my call for volunteers for appointments on Division 40's committees and task forces. The new Ethics Committee and Minority Affairs Committee have been appointed. The Ethics Committee is chaired by John McSweeny, Ph.D. of the Medical College of Ohio, Toledo, OH. The members of the committee are: Bruce Becker, Ph.D., Anne M. Schneider, Ph.D., Melvin L. Schwartz, Ph.D., and W. Gary Snow, Ph.D. The initial charges to the committee are: 1) Consider several points which have been raised by members of Division 40 about the new ethical code; 2) Consider constructive ways in which we might proceed to deal with the issue of inadequately trained psychologists performing neuropsychological examinations; and 3) maintain an active liaison with the APA Ethics Committee.
The Minority/Ethnic Affairs Committee is chaired by Tony L. Strickland, Ph. D. of the Charles R. Drew University of Medicine and Science, Los Angeles, CA. Members are Alicia Boccellari, Ph.D., Kyle Boone, Ph.D., Walter Christian, Ph.D., Gwendolyn Evans, Ph.D., David Hartman, Ph.D., Tedd Judd, Ph.D., Wendy Marlowe, Ph.D., Gloria Morote, Ph.D., Janeice Pompa, Ph.D., Mark Richardson, Ph.D., and Jay Uomoto, Ph.D. This is a large committee, intentionally so, as various minority/ethnic groups are represented. The charges to the committee are as follows: 1) Determine the number of minority/ethnic members of Division 40; 2) Make recommendations for ways of increasing the minority/ethnic membership in Division 40; 3) Assess the current adequacy of norms for interpretation of neuropsychological test performance in various minority/ethnic groups; 4) Identify the issues in attempts to develop adequate norms for minority/ethnic groups; 5) Present recommendations or guidelines for responsible interpretation of neuropsychological assessment of minority/ethnic persons in instances where satisfactory norms have not been established; 6) Present the implications for neuropsychological research and practice of potential biobehavioral differences in different minority/ethnic groups such as the possible differences in the prevalence of neurobehavioral disorders and differences in the neuropharmacological effectsof drugs; 7) Identify minority/ethnic attitudes and beliefs which could hinder or facilitate neuropsychological assessment and treatment; and 8) assess the extent to which sex differences may be modifying, interactive or limiting factors in the responses to each of the charges 3 through 7.
Division 40 has accepted the invitation from the American Psychological Foundation (APF) to select a needy graduate student, preferably in neuropsychology, for APF's recently establshed Henry Hecaen Scholarship Award, the result of a gift of $2,500 from Dr. Arthur Benton in honor of the late Dr. Hecaen. The award of $2,500 will be given each year (as long as the money lasts) to a student selected by Division 40's newly-created Henry Hecaen Scholarship Fund Committee. Dr. Kerry deS. Hamsher has accepted a three-year appointment as Chair of the Committee. The first award is expected to be made in 1994. The Education, Accreditation and Credentialling Task Force is being reactivated; candidates for the Chair and committee members are currently being reviewed.
Finally, my request for comments and reactions to my suggestion (in my President's Message-Winter Issue, 1993) that I might appoint a committee to considertheadvantagesand disadvantagesof a national-ly normed short battery of neuropsychological tests engendered approximately 100 letters and phone calls. Most respondents were against the idea, expressing concerns centered on quality of practice and economics, especially the reactions of third party payers in this day of managed health care. Accordingly, I will not proceed any further along those lines. Again, my many thanks to all of you who took the time to write thoughtful letters explaining why you were for or against the proposal. With this type of involvement, Division 40 has a sound foundation!!

Executive Committee Meeting

Members Present: Parsons, Puente, Heaton, Bornstein, Barth, Marcotte, Goldstein, Rourke, McSweeney, Horn, Hammeke, White, Muttes, Adams, Bieliauskas
1. The minutes of the previous meeting (Agust 14, 1992) were approved.
2. CPT Task Force. Dr. Puente provided an update on the implementa-tion of the CPT Task Force recom-mendations. A full report wil be published in the Division 40 newsletter. A $50 payment was approved to Dr. Puente's department to support his efforts on behalf of neuropsychology.
3. Division 40/ASHA Task Force. Dr. Rourke presented a report of the committee's recent activities. A report amended by the ASHA subcommittee was presented. It was suggested that the committee's report should be sent to Division 22 because of the potential implications for rehabilitation. It was also suggested that the report should be sent to APA for approval.
4. Dr. Heaton reported that the Division's documents and guidelines have been reviewed and approved by APA's legal office.
5. Treasurer's Report (Dr. White). The balance of accounts was reviewed and the Treasurer's Report was ac-cepted. Current assets are $79,679 and the budget for this year is $29,100.
6. Council Representatives. This year's INS meeting coincides with the APA council midwinter meeting. Because of the lateness of the INS meet-ing it was necessary to send alternates to represent Division 40. Dr. Stanley Berent and Stuart Steinhauer were the representatives. There are some continuing modifications ot the new ethics guidelines, and there was a discussion about the adequacy of Division input into the new guidelines. Dr. McSweeny will contact the chair of APA's Ethics Committee to coordi-nate their efforts.
7. Membership (Dr. Horn): Dr. Horn recommended that the Division re urn to annual admission of new members. A motion to this effect was made and passed unanimously. A discussion of Division policy regarding student members ensued. It was moved that the Division should allow student members who would receive the Division newsletter if APA is able to provide mailing labels. If APA is unwilling or unable to provide labels, the council representatives will carry the issue forward to APA. It was decided to form a subcommittee to review the issue of student memberships and the range of services and associated costs for students.
8. Fellows. There are 7 new fellow applications and one old fellow application in process. The deadline to provide completed applications to the APA fellows committee is April 15.
9. Elections. A nomination slate has been sent and the final ballot will be set after the nomination deadline has passed. A possible change in the elections committee bylaws was considered.
10. Newsletter (Dr. White). Dr. White reviewed the submission deadline for the Division newsletter.
11. Program Committee (Dr. Marcotte). The program for this year's meeting in Torontowas reviewed. The Division will be participating in the AIDS mini-convention.
12. Goldstein. Mini convention Biological Revolution in Psychology. Ten program hours from APA. Several invited high caliber speakers and symposia have been arranged. The committee voted to accept the program committee's report.
13. Ethics. Dr. McSweeny was recognized as the new chair of the committee. The plans of the committee for future activities were reviewed.
14. Professional Affairs (Dr. Bieliauskas). The committee continues to respond to issues that arise. The committee isdeveloping a brochure regarding neuropsychology and is attempting to gain input into the DSM-IV task force.
15. Program Listing. The list of programs needs to be checked and some additions should be made. The president will contact Dr. Cripe to make plans for updating the list.
16. New Appointments. Dr. Robert Heilbronner has been appointed as International Liaison task force representative for the Division.
17. Sponsorship of Workshops. The history of Divsional sponsorship of workshops was reviewed in the context of a recently received inquiry about Divsion 4O evaluations and sponsorship of workshops. In the past, APA has not been viewed as responsive to the Division's continuing education concerns. The board decided to not alter its current policy to not sponsor APA workshops. The program committee chair will pursuesomecontact with APA, and will again provide feedback regarding our concerns regarding CE activities.
18. Managed Care. The committee voted to support a donation of-$ 10,000 to support APA's efforts to deal with managed care issues.
19. Long-term Goals. Dr. Heaton descri bed APA's intent to convene a meeting regarding the long term goals and issues facing Psychology in the future. The members of the committee were asked to write to Dr. Heaton or Parsons who will draft a response.
20. Apportionment. The division-again has 2 representatives. The total vote was 2.2% of ballots and were .3% share of another representative. A total of 1312 members cast votes for Division 40.
23. Forensic Practices. Dr. Adams reviewed several recent developments in the legal arena regarding schedulingof examinationsand observations of examinations. It was agreed to refer this general question to the Professional Affairs Committee who will be asked to generate a policy regarding these and related practices.
24. Honorary Nominations. Dr. Nelson Butters has been nominated by the Division for Distinguished Scientist Award. Dr. Adams was nominated for the award for Distinguished Contribution to Practice. Dr. Heaton has been nominated as representative to CODAPAR. Dr. Hammeke has been nominated to represent the Division for the post-doctoral training institute to be sponsored by APA.
25. A letter from Dr. Craig regarding the current definition of a neuropsychologist was presented. This will be

referred to the Task Force on education. This committee will be reformed. The previous chair will serve in an advisory capacity
26. Dr. Hammeke reported on his attendance at the APA forum on accreditation and the national conference on accreditation of post-doctoral programs.
27. Dr. Hamsher has written to request that the Division should send a representative to a meeting of organizations involved in post-doctoral accreditation. This proposal was approved.
28.Psych Scan-Neuropsychology. Dr. van den Bos has requested that an advisory group be formed to meet with him at APA in Toronto. Dr. Par-sons will appoint the representatives.
29. The executive committee met in a brief executive session. Subject to approval by Division 40 E.C.
