Division 40 Statement Regarding the Use of Nondoctoral Technicians for Neuropsychological Assessment
The Division of Clinical Neuropsychology (Division 40) of the American
Psychological Association endorses the appropriate and customary use of
technician-based as well as clinician-based testing in the conduct of neuropsychological
assessment (described in DeLuca, 1989). When less than doctoral level technicians
assist in the conduct of neuropsychological testing, employment of such
nondoctoral personnel should conform to the Guidelines Regarding the Use
of Nondoctoral Personnel in Clinical Neuropsychological Assessment (Division
40 Task Force Report, 1989) and the Recommendations for Education and Training
of Nondoctoral Personnel in Clinical Neuropsychology (Division 40 Task
Force Report, 1991) as well as the appropriate guidelines promulgated by
the American Psychological Association cited in those reports, and the
pertinent state regulatory codes governing the practice of Psychology.
In all cases, interpretation of test data and rendering of a clinical report
is the direct responsibility of the supervising clinical neuropsychologist.
Technician-based and clinician-based models of neuropsychological assessment
are equally valid and are deemed acceptable and customary in the conduct
of competent clinical neuropsychological assessment.

Division 40 Convention Highlights
Division 40 will sponsor diverse events during the APA convention in
Washington, D.C., August 14-18, 1992. The Program Committee, chaired by
Carl Dodrill, has scheduled 6 paper and 3 poster sessions, 6 symposia,
3 invited addresses, and 3 focussed conversation hours.
Each day of the convention will have a different topic area in which
sessions are presented. These include life span developmental neuropsychology
(Aug. 14), advances in neuropsychology (Aug. 15).
On Sunday, August 16, the presidential address, business meeting and
social hour will occur from 3:00-4:50 p.m. in the Washington Room of the
Sheraton Washington Hotel. President Steven Mattiswill first speak on Neuropsychology
in a Psychiatric Setting.” The Social Hour (5:00-5:50) will be co-sponsored
by Division 22, continuing a tradition for the past few years.
The invited addresses will feature Martha Bridge Denckla,A family study
approach to learning disabilities”; Jordan Grafman, Plans, mental sets,
action and the human prefrontal cortex” and Ralph Reitan, Clinical neuropsychology:
We have arrived but do we want to stay.”
Conversation hours will focus on prescription privileges, billing models,
and finding quality training in neuropsychology.
The six symposia will address the use of noncognitive measures in theevaluation
of dementia (A. John McSweeney, chair; Robert Bornstein, discussant); anatomic
dynamism of cognitive deficits in dementia (Carol Armstrong, chair and
discussant); computerized neuropsychological assessment (Oscar Parsons,
chair; Robert Kane, discusant); impairments in attention (Allan Mirsky,
chair and discussant); neuropsychological changesfollowingtemporal lobectomy
(Max Trennary, chair; Carl Dodrill, discussant), and everyday neuropsychology
(Mary Spiers, chair; Bruce Caplan, discussant).

Mid-Winter Meeting of the Executive Committee (EC)

Present: Adams, Barth, Bieliauskas, Bornstein, Butters, Horn, Chelune, Dodrill, Heaton, Matthews, Mattis, Meier, Parsons, Puente, White
1. Order. The meeting was called to order at 3: 15 p.m.
2. Minutes. The minutes of the Executive Committee meeting from San Francisco (August 1991) were reviewed and approved with minor ammendation.
3. Treasurer's Report. Dr. White reviewed the Division's financial status. As in previous years, the cash flow appears balanced, and the budgets submitted for various offices appear to be feasible. There was discussion regarding the need to establish a fixed per diem rate for Division-related business. It was concluded that there was no need for such a policy, and that specific instances should be considered on an individual basis. A motion was made and approved to establish a budget of $1,000 for the Treasurer's office. The Treasurer's report was approved and Dr. Mattis thanked Dr. White for her efforts on behalf of the Division.
4. Council Representatives. Dr. Heaton reported that the Division was only 315 votes short of the criteria for a third council representative. This will be communicated to the member ship in the next reapportionment mailing in an attempt to increase the number of votes cast for the Division.
5. Newsletter. The winter issue of the newsletter was late this year, due to APA's move to a new building. The winter issue of the newsletter will be large, in part due to the number of new members whose names are listed. It was decided to continue publishing the names of new members in the Division newsletter. The Executive Committee approved publication of information regarding the formation of a group which is developing mechanisms for credentialling of post-doctoral programs in neuropsychology.
6. Membership. The Division currently has 3,384 members, not including students. Dr. Horn proposed that the Division adopt a twice-yearly acceptance of new members, linked to the meetings of the Executive Committee. This proposal was approved by the Committee. Dr. Horn reported that prospective members received a descriptive statement of the Division. Members Newly elected members receive notification that their acceptance is in process, and a specific encouragement to cast their votes in support of Division. The Division can collect dues from individuals in their initial year of membership. The Committee approved a motion that new members should be sent a bill for the annual dues, and that there be no provision for billing of partial year dues. The Committee also decided to not assess dues to student members.
7. Elections. A nomination ballot will be sent to the membership in thebeginning of February. A nomination slate is due in the APA office by March 16.
8. Fellows. The new fellows in Div-ision are Jeffrey Barth, Eileen Fennell, Leslie Gonzales-Rothi, Kathleen Haaland, Barbara Uzzel, Jason Brandt, Paula Fuld, Jordan Grafman, and Robert Hart. The Committee accepted the report of the Fellows Committee, and thanked Dr. Meier for his work.
9. Program Committee. The new Chair of the Program Committee
is Dr. Ann Marcotte. She worked this year with
Dr. Dodrill as Committee Co-Chair. The number of program submissions
has remained at a high rate and remained stable in comparison to
1990 and 1991. There were a total of 152 submissions, each of which
was evaluated by 4 members of the Program Committee. One-hundred-seventeen
papers and 6 symposium were accepted. There will be 3invited addresses,
and 3 conversation hours. Dr. Dodrill reported that the meeting schedule
was condensed with all Division programs occurring on the first 4 days
of the meeting. The Committee approved sharing the csots of the joint Division
40/Division 22 Social Hour. The Committee accepted the report and thanked
Dr. Dodrill for his excellent work with the program committee.
10. Professional Affairs. Dr. Bieliauskas reviewed the results
of the survey on prescription privileges. There was a large response (1,206)
and a majority (51.7%) were strongly or somewhat in favor of training psychologists
to prescribe. The Executive Committee authorized the dissemination of the
survey results. The Committee authorized that the information be published
in the newsletter, and also suggested that some further analysis of the
data should be completed with the goal of submission as a manuscript to
The Clinical Neuropsychologist. It was proposed that the Division should
approach Division 28 (Psychopharmacology) to gather information regarding
that division's position regarding proposals for prescription privilege
training. This was endorsed by the Committee.
Technicians. A statement regarding the appropriateness of the
use of technicians was reviewed. This statement was approved for release
to interested parties by the Professional Affairs Committee, and also approved
for publication in the divisional newsletter. The Executive Committee authorized
the council representatives to present this statement in addition to the
divisional documents referred therein to the APA Legal Office.
11. Division 40/ASHA Committee. This committee met in Atlanta prior to the ASHA meeting and continues to work on several joint statements. There has been no significant progress in the development of these position statements since that meeting.
12. Publications. Dr. Butters reported that he has accepted the editorship of the APA journal Neuropsychology. He has constructed an editorial board that is balanced across all 3 major neuropsychological organizationsand is seeking both clinical and experimental manuscripts. He reported that he plans to make the journal more biologically oriented than other neuropsychology journals. He reported that he would welcome comments from any member of the Division regarding the journal.
13. Dr. Puente reviewed the progress of the Task Force to develop CPT codes for neuropsychological assessment. A final report is expected for the August meeting in Washington.

14. Dr. Charles Matthews has been nominated for the APA Career Award for Contributions to Teaching and Training in Psychology.
15. The meeting was adjourned at 5:00 p.m.

Geropsychology Meeting at APA
A meeting will be held to review the recent APA/NIMH recommendations for the training of geropsychologists and to network about Medicare reimbursements. This meeting is jointly sponsored by the Psycologists in Long Term Care and Division 20's Task Force on Applied Gerontology. It will be held Sunday, August 16, 1992, 8:00-9:50a.m., Washington Hilton, State Room, Washington, D.C.
The agenda will include:
