Division 40
Convention Program Highlights

The APA convention, scheduled for Friday, August 16 through Tuesday, August 20,1991, in San Francisco, will feature a carefully planned program developed by the Division 40 Program Committee. It will include 4 invited addresses, 5 symposia and 3 conversation hours as well as numerous paper presentations and posters.
Important Division-wide events will take place on Sunday, August 18, including the annual Business Meeting, presidential address by President Raymond S. Dean (Research directions in clinical neuropsychology), and the social hour co-sponsored by Division 22.
The schedule for other events is included in the Newsletter on pages 5-6. Invited addresses will be given by Paul Spatz (Threshold theory: Brain reserve capacity on symptom onset after injury), Arthur Benton (The Hacean-Zangwill legacy: Hemispheric dominance examined), Kenneth Laxer (Advances in magnetic resonance imaging of interest to neuropsychologists) and Alisha Boccellari (The neuropsychology of HIV infection).
Symposia will focus on age associated memory disorders, interpretation of test-retest changes in practice, cognitive function and military function in early HIV infection, the Memory Assessment Scales (MAS), and neurocognition in schizophrenia.
Conversation hours will be used to discuss CPT codes and reimbursement, potential pitfalls in neuropsychological practice, and detecting dissimulation.

Call for Nominations for the Editor of Neuropsychology

The Publications and Communications Board of the American Psychological Association has opened nomninations for the editorship of Neuropsychology, APA's newest journal. Candidates must be August, 1991 members of APA and should be avilable to start receiving manuscripts January 1, 1992. Please note that the P&C Board encourages more participation by women and ethnic minority women and men in the publications process and would particularly wel-come such nominees. Submit nominations by August 15, 1991 to the chair of the search committee:

Mid-Winter Meeting of the Executive Committee (EC)

1. Order - The meeting was called to order by President Dean at 1:04 p.m.

2. Minutes-The minutes of the Executive Committee meeting held in con-junction with the APA meeting in Boston were reviewed and several minor corrections made for the record, including the correct designation of the Chairman of the Publications Committee.

3. Treasurer's Report - Treasurer White reviewed the current status of the Division at mid-year. In general, expenditure categories are on track, but she pointed out that the first part of the year is usually characterized by less expenditure and that prudence should govern reimbursement from authorized budgets to avoid overruns. She also noted that all APA reimbursement requirements must be followed, including th e submission of original receipts and correct documentation. In addition, invoices may be submitted by FAX if they follow reimbursementguidelinesotherwise.

4. Council Representatives Report -Drs. Heaton and Butters reviewed current Council discussion of modificaiton of APA bylaws to deal with conflict of interest and anti-trust exposure. Various guidelines and standards are under consideration for the appointment and tenure of elected APA officials in relation to other organizations. A new rule requiring members to be off council for one year before standing for re-election was reaffirmed. Council representatives alsodescribed their work on behalf of psychologists in the government service, particularly in relation to legislation such as the 1988 Ethics and Government Law prohibiting any type of outside remuneration for activity is construed under the term honorarium.” Council representatives also described the importance of initiatives to get Divisional representatives on relevant committees and boards. Dr. Heaton has joined the Scientist-Practitioner Coalition to represent Divisional interests, while Dr. Butters has joined the Academic Practice Group. All executive committee members were enjoined to assist in the process of promoting Divisional appointments, and the President took under advisement the appointment of a liaison committee to work with the governance structure in this regard.

5. Newsletter Editor's Report - Editor White spoke on behalf of herself and co-editor, Mark Moss, in relation to planning for the Divisional Newslet-ter. She reported that production costs had been reduced through various measures. It was noted that the nomination ballot had been sent separ-ately from the Newsletter at greater expense, but with possibly greater response from members in suggesting officers for the Division. She also emphasized the need to have the next copy by June 1st in order to assure a July publication completion for the APA convention.

6. Membership - Membership Chair James Horn reported that there is a new automatic system that APA is implementing that can reflectively serve each Division's needs. In the future, membership changes will be able to be fixed in the main data base twice a year, with other changes possible in the interim. This represents a significant change from previous APA annualized procedures. Jim Horn also that he had received excellent assist-ance from volunteers in accomplishing his tasks and that many of these individuals could also assist the Division in activities to increase the Division's apportionment vote in the Fall. He, in consultation with Gordon Chelune, had felt that a more formalized ad hoc electoral committee could actually be much more effective in positively involving members, and increasing the Division's apportionment share.

7. Nominations - Past-President Mat-thews reported that all information and suggestions for this year's elec-tion ballot would be due by March 17th. He also reviewed the offices that will become open, namely President-Elect, Secretary, Member- at-Large, and one Council Representative to succeed Dr. Butters, whose term expires in early 1992.

8. Fellows - Fellowship Chairman Manfred Meier reported that fellowship materials or inquiries were processed on behalf of some 50 members. He reported that the Division was ready to move forward on seven of the nominations for fellowship at this time amongst the smaller subset of persons who had completed the application process. He also reported that others could well be in position by May to go forward to the APA Fellowship Committee, if there was Executive Committee concurrence. The Executive Committee reaffirmed the need to promote fellowship status for Divisional members, and to work to make an open definition of the requirements, consonant with APAguidelines. The Fellowship Committee of APA at large retains its discretion in granting fellowships, but to the degree that the Division can produce members likely qualifying and deserving, all efforts should go forward to advance recognition for these colleagues.

9. Program Committee - Program Chair Carl Dodrill provided an extensive report on submissions for the APA San Francisco meeting. He reported very encouraging results that are similar to last year's highly successful meeting for Boston which showed a quantum increase in the numbers and quality of program submission. He reported that the Program Committee had worked very hard to craft a program reflecting Divisional interests and felt that members would be pleased with the results. The Executive Committee also discussed Carl Dodrill's recommendation that a co-chair of the Program Committee be appointed with a staggered term in order to allow the co-chair to assume responsibilities as Chair in an understudy” fashion. The Executive Committee enthusiastically approved this notion and asked for an action plan to implement this. Dr. Dodrill agreed to report back to the Committee on terms of reference and recommendations for a co-chair. In another matter, the Executive Committee discussed extensively the joint social hour reception that has been staged in conjunction with Division 22 and supported by Mediplex Rehabilitation. After reviewing the relative

merits of this arrangement, the Executive Committee made some suggestions to be conveyed to our co-sponsors by Program Chair Dodrill, and assigned a budgetary award of $500 to the reception. The social hour will remain as suggested, since interchange with Division 22 and professional- toned support by Mediplex seemed reasonable. The Executive Committee will return to review of this process periodically.

10. Professional Affairs - Professional Affairs Chair Bieliauskas reported on a study paper on prescription privileges to be presented in August. Various input from Divisional members, and extra-Divisional sources is being integrated in order to make a draft document available to the Executive Committee and for comment by the  membership. The issue of prescription privileges for psychologists is one being rapidly advanced by APA and is held by the Executive Committee to deserve serious study and input on behalf of the Division. Members will be encouraged to contribute views on the advisability and process for this issue.

Professional Affairs and Executive Committee member Puente also commented concerning advances and changes with respect to CPT codes for neurpsychological services. In relation to this process, a delegation may be formed in order to consult with relevant organizations to provide input on how CPT codes can be structured and used. It was suggested by Tony Puente that the Division adopt a proactive stance with respect to consultation on this point, rather than having to react after the fact in order to configure voices for services to various codes.

11. Task Force - Dr. Bornstein reported that the most current work of the Division 40 Task Force on training for non-doctoral psychologists has reached conclusion and that the Task Force will be awaiting further assignments at the pleasure of the Executive Committee and will remain inactive for the moment. The Executive Committee directed that Dr. Bornstein keep the Task Force in tact rather than joining the ad hoc committee in readiness to handle additional issues.

12. Training Database - Lloyd Cripe reported that he is completing work on a new revison of the training database, with a number of modifications and expansions of programs to be listed as adhering to Division 40-INS guidelines as have been published in The Clinical Neuropsychologist (TCN) and elsewhere. Discussion ensured on the Executive Committee as to the advisability of development of a review or accrediting plan for verification of this self-designation, but no further action was taken. The Executive Committee thanked Dr. Cripe on behalf ot he membership for a very valuable service for current and prospective members studying clinical neuropsychology at various levels. The updated version of the training database will be published in TCN, in a way similar to the two previous listings. The Executive Committee concurred on the two-year period for revision and republication for the future listings.

13. Divison 40-ASHA Joint Committee - The Committee designated by the Executive Committee to conduct  conversations with ASHA on points of mutual interests is awaiting further Professional Affairs and Executive developments from ASHA, likely to occur in conjunction with a meeting during the ASHA convention on problem issues. No finished conclusions were available at this time for presentation or review.

14. Publications - Extensive discussions occured concerning the publications issue and the role of the Division in working with the APA Publications and Communications (P&C) Board and the APA staff in this regard.

At the time of the previous meeting of the Executive Committee, the Chair of the APA P&C Board reported that the issue of publication of a neuropsychology journal of an experimental  and pan-divisional nature capturing new developments in cognitive neuroscience and theory had received favorable response from the P&C Board and that further study had been directed to determine the viability and best path for such a publication. The Division was also given to understand that the process was ongoing and that no firm conclusion had been reached. The Division had designated Nelson Butters to act as a representative to provide the P&C Board information and resources in Newsletter 40 terms of Divisional expertise in helping the P&C Board in this regard.
Since that period of time, no consultation occurred between the P&C Board and the Division. Action had been taken by the P&C Board in October to formally move ahead with a neuropsychology journal, and it was learned that the P&C Board had agreed in principle in June 1990 to move ahead with the journal and had merely delayed its final vote until Fall 1990. The Division was not informed of this fact in its August meeting with P&C.
Continuing farther without Divisional consultation or knowledge, the APA purchased rights to the journal Neuropsychology in late 1990 from Taylor and Francis, a publisher based in the United Kingdom. The current editor was informed of the sale of the journal after the fact. APA has developed plans to produce the journal, and has informally consulted some Divisional and Executive Committee members concerning membership of a search committee for the journal and an editorial policy. However, at the time of the Executive Committee meeting, no communication or consultation from the P&C Board or staff of the Division had occurred. President Dean reported no communication or consultation from APA in this regard.

Discussion ensued. On balance, it was suggested that the most productive thing to do at this point would be to have the Division continue to try to help APA to make the journal successful, as the Division and its members have an implicit interest in the success of APA and its enterprises.

It was suggested that the Chair of the ad hoc Publications Committee, Dr. Butters, communicate to the P&C Board and Central Office concerning the willingness of the Division to provide Divisional support and consultation in the evolution of the journal, Neuropsychology. Further developments would be reported as they occur and reviewed at the San Francisco meeting.

15. Draft Record Keeping Guidelines from APA - Dr. Adams provided a draft of the Record Keeping Guidelines (third draft) reported out by the Committee on Professional Practice and Standards (a committee of the Board

of Professional Affairs). These will be circulated for comment and review and responses will be provided to the Committee. In addition, as the drafts evolve, they will be distributed to the membership for review and comment, since recordkeeping plays such an important role in all clinical activities.

16. Draft Guidelines for Release of Information. Dr. Adams reported that the APA is currently developing suggested guidelines for release of information, but that no final or formal report is available for review. Those interested in this issue may wish to contact the Practice Directorate.

17. APA Centennial. President Dean reported a number of contacts concerning the APA Centennial and the Division will participate in support of APA in celebrating this landmark anniversary.

 18. ASHA Meetings. The Committee was informed of a communication through Dr. Adams of the upcoming date of the ASHA meeting for the information of Division 40 officers who may want to attend.

 19. World Federation. President Dean reviewed a communication received from the World Federation of Neuropsychological Societies (WFNS). While supportive of WFNS activities, the Division could not provide any substantitive support at this time. Further consultation with the WFNS may well occur.

 20. Morris vs. Chandler. Roberta White reported on the evolution of a major APA case in which Division support was solicited. With the direction of the President, Dr. White assisted APA Practice Director and legal council in developing a brief on the competence of neuropsychologists to testify on mat related to toxic chemical exposure and behavioral impact. Copies of the brief were made available to Executive Committee members are available upon request to White at the Psychology Ser (1168) Boston VA Medical Center 150 South Huntington Ave., Boston,  Massachusetts 02130.
