The President's Message
In keeping with recent tradition and a continuing effort to minimize expenditure of Division 40 funds for travel purposes, the Executive Committee meeting was held in conjunction with the INS meeting, this year in Orlando on February 14th. You will note from the (as of this date, unofficial) minutes of the EC meeting, a number of important and, in most instances, heartening developments within the Division and its activities/programs.
Especially encouraging is the substantial (97%) increase over last year in the number of papers and symposia submitted for the annual meeting, and the corresponding increase in the number of Division 40 sponsored and co-sponsored events to be offered in Boston. Another very positive step forward is represented by the acceptance of the joint American Speech & Hearing Association/Divison 40 position statement titled Interdisciplinary Approaches to Brain Damage” by both of these organizations, and the establishment of funding mechanisms and of ASHA/Division 40 Task Force goals to assure continuing cooperative efforts in this arena.
Finally, a word of thanks. I am privileged to serve as President of Division 40, and I am grateful to you all for the honor. It is, however, a hollow honor and empty office unless I use it to bring your concerns, sources of dissatisfaction and suggestions for improvement to the EC. Please feel free to write to me.

APA Congressional Fellowship Program
APA invites applications for its 1991-1992 Congressional Fellowship Program. The program will sponsor two or more psychologists to serve as special legislative assistants on the staff of a Member of Congress or Congressional committee. Activities may include conducting legislative or oversight work, assisting in Congressional hearings and debates, and preparing speeches and briefing materials. Prospective Fellows must demonstrate competence in scientific and/or professional psychology and display sensitivity toward policy issues and a strong interest in applying psychological knowledge to national issues. Qualifications: APA Member (or applicant for mem-bership) and doctorate in psychology, with a min-imum of two years post-doctoral experience preferred.
Terms: One-year appointment beginning Septem-ber 1, 1991. Stipend of $30,000 plus $2,500 for relocation to Washington, D.C. area and travel expenses. Application Procedure: Interested psychologists should submit a curriculum vitae and a personal statement of 1000 words addressing the applicant's interest in the fellowship and career goals, potential contributions to the legislative process and desired learning from the experience, along with three letters of reference specifically addressing abilities related to the Fellowship. Deadline for submission: 1 1/16/90. Application materials should be sent to:

Present: Goldstein, Rourke, Matthews, Bieliauskas, Meier, Dean, Adams, White, Barth, Puente, Horn, Bornstein, Dodrill, Fletcher, Chelune

1.Order - The meeting was called to order by President Goldstein at 4 p.m.

2. Minutes - The minutes were ap-proved as circulated for publication in the divisional newsletter.

3. Treasurer - The Treasurer's report was circulated. Dr. Dean made his financial report. He expressed the view that the Division is financially healthy, and that upcoming expenses were relatively stable. In reviewing the budget, the members of the EC recommended that the 1988/89 budget for the program committee be revised from $1,000 to $2,000. In addition, the Board took under advisement at this time a request made by a member (Adams) that the Division consider making a grant to the American Board of Clinical Neuropsychology for the development of its objective test. Discussion ensued. Some members expressed hope that the granting of funds would not be construed as specific support for the development and content of the test. The concern expressed was that the Division support could expose our organization to possible recourse in the future when results of the test come under scrutiny in litigation. A general consensus emerged that the Division was financially healthy enough to support such a one-time grant and a motion was approved as follows: The Division of Clinical Neuropsychology make a one-time grant of $10,000 to ABCD to fund a development of the objective board exam-ination created by PES. The specific requirements would be that ABPP match these resources in some way to enable a stable 2-3 year test development and validation study to be done.” The motion was seconded by the Treasurer and was passed by the EC. Specific arrangements will be made to communicate to ABCN and effect the matching and transfer at an appropriate future date. At this time, President Goldstein expressed the thanks of the Division for Raymond Dean's exemplary service as Treasurer over two full terms.

4. Council Representatives' Report -The Council Representatives stated that by recent standards, the Council has been relatively calm and business- like. In some noteworthy items, APA will be preparing scientific data and information on the psychological aspects of abortion. Another item of interest was the definition asked by council of residency necessary for enrollment in psychology graduate training programs. Other questions and discussion of a general nature concerning the aftermath of the reorganiztion plan were entertained by the Council Representatives.
At this time, the President recognized the contributions of Drs. Bieliauskas and Meier in their strong representation of the Division membership over the last few years. Since they will be serving at their last Council meeting just prior to the mid-winter meeting, President Gold-stein asked that the EC recognize these members for their service.

5. Newsletter Editor's Report - Roberta White noted that timelines for publication of information seemed to require attention each year. Reports of the Nominations Committee, actions of the EC endorsing fellowship nominations, and other information needs to be assembled in a timely way. Dr. White announced that she also had excellent support from her Associate Editor, Mark Moss. The President expressed the hope that Dr. White would be able to continue her direction of the Newsletter as she moves into her new office as Treasurer.

6. Membership - Jim Horn reported that some 272 new applicants are in process with APA; 245 applicants are for membership, 26 associates, and 23 students. The current census

 membership of Division 40 is 2,881 members. Considerable discussion ensued regarding how students might be accommodated. The APA Central Office on one hand forbids true student membership in APA, but does encourage Divisions to involve student in an affiliated way. It was suggested that the by-laws be studied for possible modification to allow for a student affiliate category that would not be in violation of APA's general regulation. The Mem-bership Chairman would work with the new President in developing a plan in this regard.

7. Election Results - Dr. Rourke announced that APA had tallied the election ballots. Raymond Dean has been elected President, Roberta White has been elected Treasurer, Gordon Chelune has been elected member at large, and Robert K. Heaton and Nelson Butters have been elected as Council Represen-tatives. The President congratulated the newly elected members and extended the thanks of the entire membership for participation of all candidates in the election.

8. Fellows - The President announced with pleasure that Robert Bornstein, Linus Bieliauskas, and Halgram Klove had been affirmed by the APA as new fellows of the APA. Raymond Dean has also been confirmed as a fellow of Division 40 under those procedures for those already fellows of APA. [At this time, the EC reverted to the committee of a whole for discussion of upcoming candidates. Only elected members of the EC participated in this committee of the whole.] The EC reconvened in its more general format and discussion concerningthe timing and procedures for the creation of new fellows were reviewed. The President reiterated the Division policy of welcoming nominations and self-nominations to the head of the Fellowship Committee.

9. Program - Dr. Pechstedt reviewed recent developments that resulted in the successful scientific program for the New Orleans meeting. She noted that divisional sponsorshipof workshops has been addressed as has been requested by the EC. She noted that joint sponsorship of the social hour of the Division with Division 22 was made possible by Mediplex Rehabilitation of new Jersey. Additional discussion ensued as to what would constitute a true state of the art” address. Many ideas were aired concerning ways in which the program could be enhanced. In addition, the EC discussed at length the Division's relationship to the Science Weekend innovation offered by the APA. Dr. Pechstedt expressed some views on how vigorous activity could help to increase submissions, particularly in light of more favorable sites for the annual meeting coming up.
At this time, the President recognized Dr. Pechstedt for her out-standing contributions to the Division as Program Chair over the last several years. Dr. Carl Dodrill has been named to succeed Dr. Pechstedt and will have oversight of the Program Committee for the upcom-ing year. Thanks and recognition were extended to Dr. Pechstedt.

10. Computer Usage - Charles Matthews reported that the penultimate repot-t of the Computer Usage Com-mittee will be available for comment; and reflects considerable work on the part of the members of the Computer Usage Committee. He expressed a view that the final version with appropriate input from EC and other colleagues would be ready for the Mid-Winter meeting. Dr. Matthews was thanked by the EC and special thanks were extended for the contributions of the individual members of this important committee.

11. Publications - The EC reviewed the findings of the Publications Committee constituted in Vancouver to review progress since that time. The text of that report is as follows:

The committee reviewed submissions from journals devoted to the field of clinical neuropsychology but not currently official journals of any organizations. It also reviewed the several existing journals in the field which are available to Division 40 members by personal subscriptions or by membership in INS, NAN, etc. as well as smaller organizations. Reviews of the costs attendant to selection of one of these journals as an official Division 40 journal would increase yearly division dues from the current level for $7.00 per year to approximately $42.00 per year. It was the committee's feeling that Division 40 represents a professional/ scientific interest group availa-ble to members of APA at a very modest cost. As a result, membership in the division has grown rapidly and reflects broad and diverse interests in clinical neuropsychology. There has been no indication from the membership or a need or desire for its own official or an APA journal. Division members are quite satisfied with current unofficial journal arrangements which provide for the publication of program abstracts of division members and official division publications with no additional cost to the members, and with the many excellent journals already available. The committee felt that it would be in the better interests of Division 40 to: 1) maintain a low dues structure for members, 2) allow members the personal choice of those journals to which they wish to subscribe, and 3) avoid involving the division in the business of journal publication.
Therefore, in light of the above, the committee recommends the following:
1. The Executive Committee vote against the selection for an official journal for the division.
2. The Executive Committee draft a letter to APA indicating our own string disinterest in the publication of an official division journal.
3. The Executive Committee go on record to APA as strongly against APA proceeding with a journal in the area of clinical neuropsychology on its own.
Discussion ensued. After consideration of each of the points, the EC voted to accept the recommendations of the Committee. The EC reaffirmed the affiliation with TCN as an outlet for Divisional information and abstracts. Finally, the President stated that the results of these deliberationswould be made known to APA.

13. Task Force Report - Guidelines on the maintenance of competency were introduced. These were reviewed by the EC and the report of the Task Force concerning this issue was adopted. In other developments, an observer status with a developing practice group was reaffirmed for the Division and Robert Bornstein offered his comments concerning the evolution of this group. Other discussion included current development on specialization and the evolution of structures to provide for satisfactory generalist/specialist context for cooperation. Dr. Bornstein will monitor developments with the practice group and apprise the EC as it evolves.

14. Task Force - The Task Force on scope of accreditation has offered a new report, and copies of the draft of the standards and categories of accreditation was circulated to the entire EC membership. The President emphasized that comments and reactions have been invited by the Accreditation Office and that the President of the Division should be informed of reactions members have so that an informed spectrum of opinion could be developed for the Division. The period of comment of the new draft standards will extend some months, but the document is lengthy, thus requiring early attention to its revisions. Copies for members of the Division are available either through the Division Secretary (Dr.Adams)orcan be obtained directly from the Office of Accreditation at APA.

15. Data Base on Training - The President noted that the activity of collecting information on doctoral and internship programs has been a highly successful service to the field, and particularly to students. Lloyd Cripe has created a data base system that will result in an updated census of training programs each year. New programs are being added and otherswithdrawn. However, given the volume of effort needed to do this task, the EC determined that the actual clerical aspect of this should transfer to the Secretary's office. Arrangements concerning this transistion would be made between Drs. Adams and Cripe. This President emphasized the degree to which Dr. Cripe has gotten this data base off the ground”and extended the thanks of the EC and membership for his considerable efforts.

16. Liaison Committee with ASHA -The current statement created by the joint committee between Division 40 and ASHA is making its way through the ASHA governance structure. When information is available to the Division on this outcome, the ad hoc committee will confer again with the ASHA counterparts to determine what further cooperative agenda items might be developed.

17. Affiliation with Coalition -The EC reviewed a request to the Division to join the coalition of practitioners. This was reviewed, but did not win sufficient support for adoption. At the same time, the President emphasized the degree to which the Division 40 membership does embrace on practitioners issues. The Division would remain open to communication with practitioner coalitions where the welfare of the membership might be facilitated. The President directed the Secretary to communicate best wishes to the coalition of practitioner divisions.

18. Veterans Affairs Program Guide
The Central Office of the VA has indicated that the field of VA hospitals will be asked to develop a program guide that will be a general clinical resource to describe neuropsychology for central Office personnel, congressional sources, and other inter-ested persons. The President reiterated the support of the Division for this type of effort and stated that the Division would communicate with the VA to indicate their readiness to support this work.

19. Survey Support - The EC reviewed a request for funding of a survey research project concerning an aspect of neuropsychology. The EC reviewed this but declined to provide financial support for this research study. Request for Divisional cooperation or support will be dealt with on an ad hoc basis, accordingto the President.

20. Council Representatives Terms
The EC discussed the possibility of having the terms of Council Repre-sentatives staggered” so that new representatives could learn from more experienced colleagues. This particular item was referred to the Secretary for consultation with the governance officials at APA with a return report to follow.

21. Assembly of Scientists/Practitioners - An invitation from the Division to join the Assembly of Scienists/ Practitioners was reviewed and discussed in detail by the membership. Based upon reactions of EC members, a motion was made that the Division join as a Divisional affiliate member. This was carried and the Treasurer was directed to adjust the budget for the $50 organizational dues that the Division will incur.

22. Ethics - Individual ethics cases were discussed in general form by Dr. Adams. In the period since the previous report, five cases have been referred requiring assistance on the Division's part. Where possible, alternative mediation or methods for resolution of conflict have been recommended to petitioners.

23. There being no further new business, the EC stood on adjournment. The next meeting will be the Mid-Winter meeting to occur on Wednesday, February 14, 1990 in Orlando, Florida.
