Student Paper Awarded Prize
Mark W. Bondi of the University of Arizona submitted the presentation
written by a student which was mostly highly rated by Program Committee
reviewers.
The paper, co-authored by Alfred Kaszniak, will be presented at the
Blue Ribbon Sampler paper session Friday, August 11, 1 1-12:50 (Room 43,
Convention Center).
An $100 award will be presented to Dr. Bondi at the Businness Meeting
on Sunday.
Convention Program Highlights
The 1989 Division 40 Convention Program will begin Friday, August 10,
at 9:00 a.m. and continue through Tuesday, August 15. Sunday, August 13,
will be the most active program day, with the Presidential Address (Reflections
on Kurt Goldstein” by Gerald Goldstein), Business Meeting, and Social Hour.
The Social Hour will be held jointly with Division 22--Rehabilitation Psychology--and
is sponsored by Mediplex Rehab-Camden. The program is organized around
daily themes and will feature invited speakers, paper presentations, poster
sessions and symposia.
Invited speakers will include Allan Mirsky (speak-ing on attention),
Robin Morris acquired brain injury in children), Michael Posner (Science
Weekend lecture on normal and pathological development), lgor Grant (HIV
encephalopathy), and Charles Golden (Science Weekend address on Luria's
model). Three fellows from the Division will present invited addresses
on their work: Gordon Winokur, Sandra Wittelson and Leslie Ungerleider.
The symposia will focus on white matter disorders, forensic neuropsycholoy,
genetics, behavioral neurotoxicology, sexual orientation, treatment of
brain injured patients, and psychotherapy. A Science Weekend symposium
will discuss psychoneuroimmunology.
Conversation hours will be held to discuss accuracy of clinical judgments,
cognitive remediation outcomes, hormonal influences on cognitive abilities,
and the cerebral representation of of emotion.
The paper sessions include a Blue Ribbon Sampler of papers most highly
rated by the Program Committee and presentations on recent advances in
clinical neuropsychology, frontal lobe function, dual task performance,
schizophrenia, emotion, and traumatic brain injury. Poster sessions will
feature presentationson developmental neuropsychology, assessment, and
memory.
In addition to co-sponsorship of presentations with Division 22 (especially
on Tuesday, August 15), Division 40 is contributing to an APA Miniconvention
on neurotoxins (see page 5 of the Newsletter for the miniconvention schedule).
This year's program is comprised of 59 of the 74 submissions to the Program
Committee. The selection process worked as follows:
The papers were rated by two teams of four raters each, chosen
to be representative of topic area, geographical area, gender, and experience
on the committee. The two teams were balanced so that each had a rep from
the east, the west, etc.; each had at least one woman; each had a specialist
in child neuropsych, experimental, memory, etc.; each had two memberswith
experience; two were new to the committee. Papers were rated from l-10
with a rating of no more than three if there were no data reported. Ratings
of 5.5 or greater were included in the program. Marginal papers (5.25-5.49
with at least two of the four raters giving a rating of 5.5 or greater)
were evaluated by the chair. The top four papers were grouped in a ses-sion
entitled Blue Ribbon Sampler.” Submissions were grouped in paper or poster
sessions depending upon the topic with author's preference being followed
when possible.

Midwinter Meeting of the Executive Committee (EC) February 8,1989

1. The meeting was called to order by Gerald Goldstein, Division President. Minutes of the previous meeting at APA in Atlanta were approved.
2. The treasurer, Raymond Dean, submitted a mid-year report showing the division to be in sound financial condition. Based upon the current fiscal health of the division, a recommendation was made to move an additional $10,000 to the Division's reserve account held in the form of a guaranteed Certificate of Deposit. This report and recommendation were approved.
3. The report on council was made by Linas Bieliauskas. Essentially,
the most recent council meetings have been rather benign in the aftermath
of the reorganization issue. An austerity program will bring the APA budget
into balance. APA is researching the purchase of a new headquarters building
in Washington.
Some bylaw discussions have occurred in council with the goal of prohibiting”dual
relationships”whereby council members or officers serving for APA may not
simultaneously hold offices in other psychological organizations holding
themselves out to be national representatives of psychological science
and the psychological professions. In this regard APS was suggested as
one organizational exemplar. The council has deferred action and will return
to the issue, as there is some division amongst members as to whether APA
should take such an hostile” stand.
Discussion ensued. On a lighter note, one member asked in jest how
many members of the Israeli Knessett were allowed to hold concurrent membership
in the PLO? The sense of the executive committee was that psychologists
should try to avoid conflicts where they may be detrimental to the public
image of psychology as a whole. In other council business a draft policy
concerning the essence and details of the relationship between APA and
its Divisions is being developed. Opinions are being solicited from legal
counsel and the Divisions and further discussion will be held. The president
thanked Dr. Bieliauskas for this update report.
4. Deadlines were announced for copy for the next issues of the Newsletter by communication from the Editors.
5. Membership interest slips and the procedures for matching new member applications and acceptances to these slips are being monitored by Jim Horn. New procedures will soon be in place to make the process of membership application and monitoring more efficient. Membership continues to expand, although at less absolute rates than in the first years of the Division's existence.
6. Governance allocation of council seats has been made, with the Division again obtaining two council seats. Overall allocation of votes to the Division is down somewhat this year, indicating a need for renewed attention to this matter in the next allocation ballot in fall.
7. The nominations committee did not have final recommendations, but candidates for President-Elect, Treasurer, and Member at Large of the Executive Committee have been sought and interviewed. The EC was asked for any and all ideas concerning candidates with Divisional/APA experience who might serve. In addition, it was not clear from APA at this point whether the Division would need to elect a new council representative on an expiring term. Guidance from APA will be sought.
8. The fellows committee report is not final, and the EC will be polled when Charles Matthews has final

and complete files and nominations to recommend.
9. Polly Pechstedt made an extensive program report on the New Orleans
meeting. The quality of the program is improved and there will be a better
distribution of attractive offerings during the convention days. Sunday
will be a major day for the Division at APA in New Orleans, with the Division's
Presidential Address, Business Meeting and Social Hour occurring on that
day.
The Division will award a $100 prize or student research. In other
matters, the program chair offered that the President's letter about the
program seemed to be effective and that this practice should be continued
to encourage maximal involvement by members of the Division. Symposium
proposals were held to be particularly good this year.
Issues concerning continuing education workshops offered by APA on
neuropsychological topics and other issues were discussed. The President
thanked Dr. Pechstedt for her excellent efforts on behalf of the Division,
and noted that Carl Dodrill is following this year's program procedures
as a prelude to assuming the chairmanship of the committee next year.
10. The computer committee continues its work on the development of standards and policies, according to Preston Harley, chair of the com-mittee. A new report reflecting completion of the most recent phase of work will be tabled in New Orleans.,
11. The President at this time welcomed two guests representing colleagues
in the American Speech-Language and Hearing Association (ASHA). Drs. Craig
Linebaugh and Richard Peach. The discussion with the EC centered on joint
discussion efforts underway on behalf of ASHA and the Division for the
development of a policy favoring mutual respect and interprofessional cooperation
between members of the two organizations. This has been especially important
in thecontextof newdevelopments in rehabilitation that have served to bring
the professions in closer contact and create situations in which mutual
respect is vital.
Based upon discussion in the EC, the Division is approving the text
of a statement encompassing these points. This will in turn be presented
to ASHA for ratification and will then represent a joint position on the
general philosophies that should govern working relationships between the
professions. The EC also approved continuation of the work by the ad-hoc
committee with the ASHA committee to begin to define particular issues
and mutual concerns in a more concrete way. The committee will be continued
without any particular date of termination and make its semi-annual report
of progress to the EC. The Division will provide budgetary support to the
committee to underwrite travel expense when joint meetings are held requiring
such assistance. The President thanked both the Division 40 representatives
(Drs. Rourke, Bieliauskas, and Bornstein) and the ASHA colleagues for their
diligentworkon this worthy project.
12. The work of the publications committee was discussed. Results of
the recent mail poll were presented to the membership with the following
outcomes: 1) The Division voted heavily to endorse the idea of an official
division journal. 2) The Division rejected the concept of an APA-published
journal. 3) Most division members were willing to endorse a dues increase,
but differed on the amount that would be acceptable. 4) Few members would
resign as a result of a dues increase to underwrite a new journal. The
detailed results of the survey will be published in the Newsletter and
The Clinical Neuropsychologist.
The chair of the committee, Dr. White, advised the President that the
committee's recommendation was that proposals for the establishment or
affiliation between the Division and a journal should be solicited from
amongst appropriate current publications not now serving as official journals.
Discussion ensued. The sense of the EC was that the recommendation of the
committee should be accepted.
The EC also endorsed a communication to APA that a separate neuropsychology
journal published as such 3 (or in a guise but encompassing neuropsychology)
would not be viewed favorably by the Division. The constitution of the
committee membership was discussed in light of the restrictions on membership
instituted in the first phase of deliberation. The President took this
under advisement. A new phase of study and a report will be discussed in
New Orleans.
13. The most recent development of the ethnic and minority affairs listing for the Division was approved, with thanks to Tony Puente for his work. In addition Dr. Puente announced that the first APA Minority fellowships to neuropsychology students had been awarded.
14. Three cases concerning ethics were reported by Kenneth Adams as in progress, with two involving definitions that the Division has endorsed being helpful to their resolution.
15. Lloyd Cripe reported that the actual operation of maintenance for the Listing of Training Programs was being transferred to the Division Secretary's office, the listing having reached a stable point. The President thanked Dr. Cripe for his development of this valuable tool for the public.
16. Discussion was held concerning the possible charge to the Task Force on procedures detailing operational definitions of supervisory requirement and training curricula for technicians. The President will take this charge under advisement.
17. Other matters involving requests for the Division to join coalitions and other routine communications were discussed. No action was taken in favor of any of these.
18. There being no new business, the EC stood in adjournment until Friday, August 11, 1989 in New Orleans in a place to be announced. Minutes subject to approval at the EC meeting in New Orleans, August 11, 1989.
