Neuropsychology Topic of Many Convention Sessions
In addition to the sessions sponsored directly by Division 40, other
activities at the convention will focus on neuropsychology.
Four sessions will be sponsored jointly with other divisions: Implicit
Memory: Clinical and Experimental Perspectives (Division 3) Imaging Techniques
and Behavioral Research (6), Inpatient Cognitive Screening Tools: Integration
of Psychology into Medicine and Rehabilitation (22) and Ethical Problems
in Clinical Trials: Lessons from AIDS Research (44).
Moreover, the APA-sponsored 1987 Master Lecture Series topic is neuropsychology.
This series will include two-hour sessions on Neuropsychological Assessment
by Edith Kaplan, Neuropsychology of Attention by Michael Posner, Research
with Brain-Damaged Children by Maureen Dennis, Brain Changes with Learning
by Richard Thompson and Recovery of Neuropsychological Function by Donald
Stein.

program.

Division 40-Sponsored APA Sessions Focus on Research, Clinical, Professional
Issues
Division 40's APA convention program August 28- September 1 will focus
on recent research and clinical advances in neuropsychology as well as
professional issues and controversies in the field.
Invited addresses will be presented by Marlene Oscar-Berman on links
between experimental and clinical neuropsychology, Alan Galaburda on neuronal
path-ways and learning disabilities, and Louis Costa with an overview of
the field.
Four symposia are scheduled. These will discuss the revised Wechsler
Memory Scale, the neuropsychological effects of cannibis use, learning
disabilities, and clinical judgment in neuropsychology.
Paper and poster sessions will cover a diversity of topics including
sleep deprivation, neurotoxins, callosal studies, individual differences,
cerebral lateralization and psychopathology, seizure disorders, closed
head injury, geriatric and child neuropsychology, and recent assessment
advances. Individual talks at paper sessions have been reduced in number
and lengthened this year in an experimental revamping of the paper session
format designed to provide more time for both presentations and discussion.
The Program Committee this year included Polly Pechstedt (chair), Kathy
Haaland (co-chair), Bruce Crosson, Merrill Hiscock, Susan Filskov, John
Obarzut, Carl Dodrill, and Robert Bornstein. The Division 40 program schedule
can be found on pp. 3-4 of the Newsletter.

Mid-Winter Meeting
Division of Clinical Neuropsychology(40)
February 16-l 7, 1987

Order
President Kaplan called the meeting to order, thanking members for
their willing-ness to attend at a busy time.
Minutes were approved (Bieliauskas-Rourke) as read.
Treasury. The treasurer reported via letter that the Division is solvent, but that an operating fund is being built to handle any unusual contingencies. Discussion ensued concerning the continuation of the special assessment. Boll suggested that the Division is relatively underactive in comparison to other divisions and that activities could be stepped up only with sufficient resources. Other costs could emerge from the legislative activity required by recent developments in funding. It was moved (Rourke-Bieliauskas) that the treasurer's report be approved with no new increases in member levies. Approved.
Standing Committees and Offices
Council representative Boll reported that a dues increase by APA is
at hand. Guidelines for practice and a model licensing law for the states
has been produced and approved. Considerable time has been devoted to the
reorganization issue with no clear outcome yet in sight. Discussion ensued,
with members stating their views that APA administration and Council may
have lost touch with the members in issues of finance and in personal bickering
over who runs the association. The President thanked Dr. Boll for his informative
report.
President Kaplan reported for Newsletter Editor White that all items
for the Newsletter must be submitted by March 1,1987, to be in the next
edition. It was suggested that a membership application might be included
in upcoming editions, and that reports from committee chairmen could usefully
be printed in the upcoming editions.
Further it was suggested that the Newsletter carry routinely a disclaimer
stating that the Division is an interest group only, and that membership
should not implicitly or explicitly be used by members as evidence of competency
in clinical neuropsychology. A motion directing the editor to implement
the above suggestions (Meier-Rourke) was made and carried. President Kaplan
offered the thanks of the Division to Roberta White for her work on behalf
of the Division.
Membership chairman Chelune reported that the Division is closing in
on 2,300 total members. Membership slips have been received and the Division
is approaching the position of being the 10th largest in APA. Some modifications
of the membership application are being considered. The President thanked
Dr. Chelune on behalf of the Division for his activities in promoting membership
so successfully.
Elections Chairman Meier reported that a ballot repot-l to the APA
for standing boards and committees is available and that he will be seeking
candidates with chances to gain office on behalf of the Division. Further,
he asked members to suggest candidates from their knowledge who might be
willing to stand for election in the general balloting for President and
Member at Large to occur later in the year.
Fellowship chairman Goldstein discussed activities that he has been
pursuing in reference to his recent appointment to the Chairmanship of
the Fellows Committee. He will be reviewing the documents submitted by
the previous chairman, Dr. Spreen and looking to the Division for nominations
for future fellows.
Program chairman Pechstedt reported that a total of 84 paper and 4
symposium proposals were received for this year's APA program, a total
somewhat down from last year. Very lengthy discussion ensued about the
particular features of this year's program structure and ways in which
the Division's activities could receive most prominent billing on behalf
of members. It was suggested that those presenting state of the art addresses
be reminded that their views should be presented as their own and not as
official statements of the Division.
It was also suggested that the Division should have more representation
in the development of continuing education offerings. Very lengthy discussion
ensued covering the studied ignorance of the Education and Training Committees
of suggestions and input from the Division. The secretary was directed
to write to the appropriate ET official indicating the Division's wish
for greater cooperation in the development of offerings with c!inical neuropsychology
as the content area. Finally, Program Chairman Pechstedt offered to discuss
and receive suggestions for the hours of program time from members during
the meeting in Washington. President Kaplan thanked Pechstedt on behalf
of the Division and its members for excellent accomplishment of her office.
An agenda (secretary's note-out of sequence item) item was discussed
with respect to the relationships between psychologists and speech pathologists.

emerged within the last 12 months, principally at the interface of neuropsychology.
President Kaplan and Past-President Meier recounted their knowledge and
experience in this area. Secretary Adams stated his knowledge of concerns
raised in other contexts. It was directed that the Secretary and other
members obtain information on what activities were being pursued by APA
so that effective representation of neuropsychologists could be obtained
in any interprofessional discussions.
It was reported by President Kaplan that Massachusetts Blue-Cross/Blue
Shield had implemented regulations disqualifying payments for neuropsychological
assessment where a technician is used. She was directed by the committee
to obtain further facts and to express on behalf of the Division a condemnation
for such gross tampering with long accepted standards and methods of practice
in use by many neuropsychologists around the country. (Secretary's note-out

Dr. Matthews presented his report on the Computerized Assessment Committee's
work, describing the completion of Phase 1 work and the initiation of a
second phase involving standards and policy-making. He reported that he
is preparing an extended account of activities and experience to date to
be submitted to The Clinical Neuropsychologist.
Dr. Puente reported to the Committee as the Division's Liason Chairman
for Ethnic and Minority Affairs. He reviewed his general plans for the
post, which he had just accepted some two weeks prior to the meeting. President
Kaplan thanked Dr. Puente for accepting this portfolio and encouraged him
to pursue the plans outlined in his talk.
Dr. Berent reported on a variety of activities relating to the general
topic of legislation. He has focused extensively on practice patterns for
neuropsychologists in HMO and similar settings. It was moved (Rourke-Boll)
and carried that Dr. Berent would conduct a questionnaire survey concerning
patterns around the country and present the aggre-gated findings of this
survey at the next APA. Funds would be made available for this from the
treasury.
New Business
It was brought to the attention of the Division by Dr. Rourke that
the INS was preparing to withdraw from the Division 40-INS Task Force,
its mission having been accomplished from the INS view. It was moved (Bieliauskas-Meier)
that Division 40 endorse this action. Carried. Following this, it was moved
(Bieliauskas-Boll) that the Task Force be reconstituted under Division
40 with the new name, Task Force on Education, Accreditation, and Creden-tialling.
Carried. It was further moved that Dr. Cripe provide his previously mandated
program information on neuropsychological education directly to this committee
(Boll-Bieliauskas). Carried.
Dr. Adams reported that the Drvrsron, through the President, had been
contacted concerning its input to a Test User Qualification Group studying
particular tests and developing general guidelines for their use. It was
moved (Boll-Bieliauskas) that the President provide names of representa-tives
to this committee on behalf of the Divrsion. Carried.
It was suggested and moved that the President staff the Committee on
Professional Practice by appointing a Chairman and members with the consent
of the Executive Committee (Meier-Boll).
The president discussed recent developments within the Veteran's Administration
of concern to practicing neuropsychologists. These issues span clinical
practice, education, and research. The matters were of such import that
the Executive Committee (Barth-Meier) directed that a committee be established
on an ad-hoc basis to study practice trends within the Veteran's Administration
and recommend actions to the Executive Committee. Carried.
There being no further business, the President entertained a motion
for adjournment. The next Executive Committee Meeting will occur in conjunction
with the annual APA meeting to take place in New York, New York.
