President's Message

The Centennial Year (1992) APA meeting in Washington, D.C. was a huge success. There was a record number of registrations and presentations. Division 40's poster and paper sessions, symposia, invited addresses, conversation hours and presidential address were of high quality and well attended. The diversity of activities undertaken by neuropsychologists was never more apparent, ranging from basic neuropsychological investigations, such as the anatomic dynamism of cognitive deficits in dementia to the clinical application of remediation techniques to help brain dysfunctional patientsdeal with the problems they experience in everyday living; from tightly controlled studies reflecting the classic neuropsychological approach to the presentation of striking individual cases; from theory driven and empirical data rich studies to fundamental questions about the direction of clinical neuropsychology in the future.

It was indeed a memorable meeting. I returned home again impressed ( as in other years) with the productivity, thoughtfulness, experimental ingenuity and creativity of neuropsychologists. It seems to me that our Division members exemplify the scientist-practitioner model to a degree that only a few other Divisions can equal (and of course this is an unbiased view). In any event, I would like to express to Carl Dodrill, chair of the Program Committee; Ann Marcotte, our new chairperson; and their hard-working committee, a resounding thanks for their efforts.

Speaking of committees, I would like to encourage members to volunteer their services. In our Executive Committee meeting, at the Annual Meeting, this topic received considerable discussion. The consensus was that we need new blood.” This is not to say that the present and past committee members have not done their jobs well but rather to gain a wider participation from the membership and the invigoration that new members can provide, on the various committees.

To refresh your memory, I will mention the committees for which the general membership is eligible, and the duties of those committees.

Membership: Sends information about the Division to prospective members. Receives applications for  membership and submits proposed membership lists for Executive Committee endorsement. Current Chair: Jim Horn, Ph.D.

Program: Develops ideas for program submissions (eg., invited addresses, conversation hours, etc.). Reviews, evaluates and chooses the various submis-sions for the annual meeting program. Current Chair: Ann Marcotte, Ph.D.

Ethics: Receives and responds to correspondence regarding ethical issues and questions. Assists in resolution of the issues. Current Chair: Vacant.

Professional Affairs: Develops information and position statements for the Executive Committee on issues related to practice of Clinical Neuropsychology. lnateracts with other profressional disciplines. Current Chair: Linas Bieliauskas, Ph.D.

Newsletter: Prepares the Divisional Newsletter which communicates minutes ofthe Executive Committee, Annual Scientific Program and Presidential Message. Current Editor: Roberta White, Ph.D.

Minority/Ethnic Affairs: Identify minority members of the Division; consider ways of gaining greater involvement of minorities in neuropsychology. Current Chair: Vacant.
There are other committees and task forces (Computers, Education, Accreditation and Credentialing) which are quiescent but may be resurrected should questions or problems arise.

While I am on the subject of Committees, I am considering the idea of appointing a Committee to discuss the advantages and disadvantages of proposing a national standardization of a battery of neuro-psycholigcal tests (a standardization much the same as was done for the WAIS-R) and to make recommendations as to whether to proceed with such a project. This is not a new idea but one which comes up periodically, perhaps it is time now to try to do something about it, as Art Benton recently recommended in an INS talk. Such a battery should be short, say 11/2 to 2 hours and cover a number of different cognitive functions. The advantages of such a battery for clinical purposes (age and sex

adjusted norms), research purposes and the rapidly growing field of forensic neuropsychology are so obvious that they need not be belabored. Keeping the battery short would enable the clinician to use other specific tests to follow-up on specific deficits or strengths. The problems arise in the selection of the tests, the development of (and adherence to) standard methods of administration, and then the most important question of who would fund such a development. There are other problems such as competition with other established batteries and the pressure to adopt such a battery if it were successfuly standardized.

Perhaps this proposal will turn out to be not feasible but we will never know that, unless we try. What do you think? Send me your comments and suggestions. Should we try it? Dare we try it? Returning to the subject of the Centennial Annual Meeting, I was also impressed with the spirit of the collective APA. My impression is that the divisiveness of several years ago when the organization seemed to be on the verge of splintering, has dissipated. We have a striking new building. The scientific programs have been strengthened. Our various directorates are vigorously pursuing their respective goals. As President of Division 40, I receive an average of one communication per week from APA. Let me give you some examples. In September, I received an advance copy of the new ethics code to review and raise questions, if necessary. In October, I received a memo concerning APA's Consent Agreement with the Federal Trade Commission which could go into effect as early as December 1992. Under this agreement, APA may not bar its members from engaging in truthful nondeceptive advertising and marketing, may not restrict certain forms of solicitation, and may not prohibit its members from paying patient referral services for referrals. Details of this consent agreement should be read by all members. Again in October, I received a copy of the proposed set of guidelines to be used by practitioners in the area of record keeping. This document has been two years in the making and has been reviewed by all relevant APA bodies. When finally adopted, these guidelines will be very useful to the practitioner.

Also in October, I received a copy of the Final Report from the APA Ad Hoc Task Force on Psychopharmacology. The charge to this Task Force was to explore the desirability and feasibility of the psychopharmacology prescription privileges for psychologists. This 119 page report is a superior product. It recommends three levels of psychopharmacology training and practice for psychologists. Level 1 is acquisition of basic knowledge of the biological basis of neuropsychopharmacology as part of the education of the applied psychologist working in the health or mental health fields. Level 2 is for those psychologists who wish to participate collaboratively with other health care practitioners in managing medications prescribed for mental disorders and integrating these medications with psychosocial treatment. This demands more in-depth knowledge of medications and drugs of abuse. Level 3 (prescribing drugs) would demand at least 26 graduate hours of course-work in biochemistry, physiology, pharmacology and psychopharmacology along with supervised clinical training experiences. Of course, these hours would be in addition to the usual Ph.D. graduate degree program in Psychology.

Finally, we were invited to send a representative to an APA meeting on accreditation procedures in predoctoral and postdoctoral training being held in November (we did) and I was invited to become a member of a new APA steering committee on post-doctoral training which will be meeting in Washington on December 3rd and 4th (I accepted). These examples (and I could cite twice the number more) serve to make the point which I feel more keenly than ever. Our APA is alive, well and vigorously addressing a number of problems of professional, educational, service and research areas. Division 40 shares these attributes. The next several years should be an exciting period for all of us!

1. Order - The meeting was called to order at 4:05 p.m.

2. Minutes - Minutes of the February 5, 1992 meeting were approved.

3. Treasurer's Report - The Treasurer's Report was accepted as submitted.

4. Council Representative - The APA ethics code is being revised with numerous amendments. There will be changes which will likely have impact on the practice of neuropsychology. A casebook will be developed to illustrate the changes in the ethics codes.

5. Publications - Newsletter Editor's report was approved as submitted.

6. Fellows - Drs. Steven Mattis, Gordon Chelune, and Daniel Tranel are new fellows. Dr. Ruben Gur, a former fellow from another division, was also approved as a fellow of Division 40.

7. Membership - As of August 1, 1992, there were 3,376 members with new applications from 281 new applicants. Of those, 181 were not students. This will bring the total membership to 3,557. A mechanism will have to be developed to handle the midyear applications and dues payments which will be approved starting this year.

8. Elections - President Elect: Robert Heaton; Treasurer: Roberta White; Member-at-Large: Thomas Hammeke; Council Representative: Gerald Goldstein

9. Program - Dr. Dodrill introduced Dr. Marcotte as the new program committee chairperson. There were 152 submissions with an 80% acceptance rate. The program schedule was condensed into the first four days of meeting. The business meeting and social hour were inadvertently omitted from the newsletter which in general appears to be an effective mechanism for providing information about the Division 40. Dr. Dodrill presented a check from the Mediplex Corporation to support the social hour. Dr. Cynthia Boyer will be a representative of thatcompany who will attend the social hour. Dr. Marcotte reported that the committee is beginning to plan for next year's meeting in Toronto. Dr. Puente announced that he had been elected chair of the Board of Convention Affairs. The board thanked Dr. Dodrill for his efforts.

10. Professional Affairs - Work continues on a descriptive brochure about clinical neuropsychology which should be ready for the next meeting of the committee. It was suggested that the brochure should be submitted for review by the APA legal office. The survey on prescription privileges was published as directed by the Executive Committee. The statement on psychological technicians has been published, but is pending review by APA. The committee will also attempt to get neuropsychologists involved in the development of DSM-IV. The committee is pursuing information about managed care and insurance issues.

11. Division 40 ASHA Task Force -There has been no action since the meeting in Atlanta. Representatives from ASHAdid not attend the midwinter meeting in San Diego.

12. Publications - Many individuals have been contacted to offer feedback about the coverage of terms in PsycScan in Neuropsychology. An ad-hoc committee was formed to provide final feedback to the Publications Board regarding the content of the publication.

13. CPT Task Force - A procedure code has been developed under the neurology section section which will be implemented in January 1993. Billing should be by the hour rather than by procedure. Billing should also use single codes rather than multiple codes. A proposal has been made to HCFA to assign a relative value unit for neuropsychological assessment. Dr. Puente was congratulated for his efforts on behalf of neuropsychology.

14. Dr. Charles Matthews has been awarded the 1993 APA Award for Career Achievment in Trainingand Education.

15. Increasing participation - A discussion was held regarding increasingthe number of individuals who are active in Division affairs. The committee structure will be reviewed. Methods for involving new members in Divisional activities were discussed. The membership will be invited to volunteer for Divisional committees. The mechanism adopted for the Program committee (i.e. identifying a committee member to work closely with the chair so that a successor to the chair is prepared to assume the committee's work) will be used for other committees.

16. AAAPP (American Association of Applied and Preventative Psychology)-Dr. Meier reported on his attendance at the meeting of this group regarding the creation of an assembly on scientist-practitioners. This isaffiliated with APS, and the heads of these assemblies would hold a seat on the board of directors of APS.

17. Georgia Supreme Court Decision - There has been a decision in the Georgia Supreme Court in the Morris v. Chandler case which has a poten-tially adverse effect on the practice of neuropsychology. The APA practice directorate is interested in cases which could be effective in reversing this decision.

18. Postdoctoral training - Several organizations are holding conferences dealingwith accreditation of post-doctoral training programs. Several organizations are seeking a role in various aspects of the process of evaluation of individuals and programs. The board approved a motion of support and encouragement to the APPCN in their efforts to develop an accreditation mechanism for post-doctoral training programs in neuropsychology.

Search Opens for Editor of New APA Journal

The Publications and Communications Board has opened nominations for the editorship of a new journal, Journal of Experimental Psychology: Applied, for the years 1995-2000. Candidates must be members of APA and should be prepared to start receiving manuscripts early in 1994 to prepare for issues published in 1995. Please note that the P&C Board encourages more participation by membersof underrepresented groups in the publication process and would particularly welcome such nominees. To nominate candidates, prepare a statement of one page or less in support of each candidate. Submit nomina-tions to: Howard E. Egeth, PhD, Chair, JEP: Applied Search, Department of Psychology, Johns Hopkins University, Charles & 34th Streets, Baltimore, MD 21218. Other members of the search committee are Phillip L. Ackerman, PhD, Susan T. Dumais, PhD, Roberta L. Klatzky, PhD, and John A. Swets, PhD.

The Journal of Experimental Psychology:Applied will publish original empirical investigations in experimental psychology that bridge practially oriented problemsand psychological theory. The journal also will publish research aimed at developing and testing of models of cognitive processing or behavior in applied situations, including laboratory and field settings. Review articles will be considered for publication if they contribute significantly to important topics within applied experimental psychology.

Areas of interest include applications of perception, attention, decision making, reasoning, information processing, learning, and performance. Settings may be industrial (such as human-computer interface design), academic (such as intelligent computer- aided instruction), or consumer oriented (such as applications of text comprehension theory to the development or evaluation of product instructions).

First review of nominations will begin December 15, 1992.

The APA Book Program is seeking proposals for edited or authored volumes in specialty areas summarizing available instruments for assessing specific constructs, dimensions, attributes, and abilities.

Tests and measurement has always been a central area in psychology. Individual differences and the assessments of other personality and behavioral dimensions have also played a critical role in psychology. It has been variously estimated that upwards of 20,000 psychological, behavioral, and cognitive measures are developed each year. Many are not used further after one or two exploratory studies. A few of these instruments get refined and developed (and go through formal reliability and validity procedures). As a means of helping to identify newly emerging measurement instruments for assessing and quantifying specific attributes and abilities, APA is establishing a book series focused on methods for quantification of specific variables.

Volumes in the series probably will be edited works focusing on specific subareas within psychology. Suchvolumes might haveasfewas 12 chapters or as many as 40, depending in part on the specialty area being covered. It is assumed that the individual chapters will focus on a single ability, attribute or dimension - such that an individual chapter would describe the 2,3, or 4 measures available for quantifying a given factor, present the reliability and validity data on each instrument, and compare and contrast the instruments with each other to the maximum extent possible.
