VOL. 1, NO, 2, August 1983

President's Message:
    I am glad to report to the membership of Division 40 that the past 12 months have seen tremendous growth and development for our division. It appears that we shall add a minimun of 300 new members to our roles, thereby assuring us of an additional seat on APA's Council of Representatives. I do not believe it is necessary to stress how important this additional representation will be given the crucial issues of education and credentialing now being considered by the Council. The credit for this growth should go to the Membership Committee and its Chairman, Jeffrey Barth.

    It also pleases me to report to you that I have completed the administrative structure needed to bring our division into compliance with APA's expectations for a dynamic,influential division concerned with professional affairs. Dr. Stanley Berent now chairs our Committee on Legislative Concerns; Dr. Alfonso Campbell is our liaison to APA's Office of Ethnic and Minority Affairs; Dr. Roberta White chairs our new Committee on Women's Affairs; Dr. Manfred Meier, in addition to his nunerous other administrative duties as our representative to council, heads the joint INS/Division40 Task Force on Education, Accrediting and Credentialing; and last, but not least, Dr. Edith Kaplan has been active as chair of our Ad Hoc Committee on the Veterans Administration's Training and Hiring Standards for Clinical Neuropsychologists. I, personally, owe a great debt of thanks to those new committees, as well as to our already established Program (Dr. Linas Bieliaukas, Chairman),Fellowship (Dr. Joseph Matarazzo, Chairman) , and Elections (Dr. Louis Costa, Chairman) Committees and to the entire Executive Board for facilitating my year as your President.

    I would also like to note that it has been my explicit policy to fill committee openings with young aspiring neuropsychologists. Since it is likely that we shall continue to grow very quickly, beth in terms of nunbers and influence within the APA, it seemed crucial to me that a new (and less tired) generation of neuropsychologists be groomed for future leadership positions. Only by the infusion of new blood” can we be assured that our division will not age prematurely and that the Executive Board and Committees be staffed by individuals knowledgeable concerning the critical issues we shall face in our near future.

    Thank you for the honor of serving as your President, and I hope to see all of you in Anaheim in August.

DIVISION OF CLINICAL NEUROPSYCHOLOGY (40) EXECUTIVE COMMITTEE MEETING

February 1, 1983 - Mexico City

PRESIDENT'S REPORT:
1. Dr. Manfred Meier will attend a forthcoming meeting that will constitute a National Working Conference on Education and Training in Health Psychology.
2. One of our visitors Dr. Paul King, vice-president of ABPP was

introduced.

3..Following some discussion of the interface between health psychology and clinical neuropsychology, a motion was unanimously passed to ask Dr. Meier to write a position paper in this regard.

COUNCIL OF REPRESENTATIVES REPORT: Dr. Meier reported on deliberations by the Council concerning CHAMPUS and third party payment in general. The APA election results were also announced.

TREASURER'S REPORT

Dr. Squire could not attend the meeting. He reported in writing that the Division has a balance of $6,141.60. Anticipating about an additional $6,300 by August, it is anticipated that the balance will be between $12,000-$13,000 by that time.

It was suggested that the treasurer coordinate a budget plan for the coming year to be presented at the APA meetings in Anaheim. The plan should include budget requests by the Division officers and Committee chairs.

FELLOWSHIP COMMITTEE:

A discussion was held concerning Division policy toward Division members who are already APA fellows. It was determined that such individuals can be recommended for Fellowship in Division 40 through writing a letter to Dr. Matarazzo, who will bring the names of these individuals to the attention of the Executive Committee. No special forms or endorsement letters will be required. Applications for fellowship who are not already APA fellows must be approved by APA and fill out the standard APA fellowship application and receive the required endorsements.
The Division currently has 26 fellows. Their names and statement concerning fellowship policy should be contained in the Newsletter.

SECRETARY AND NEWSLETTER REPORT:

The Newsletter was discussed in terms of size, expense and content. It was noted that the Division should exercise caution concerning the printing of

copyrighted material, and that it should develop a policy on advertising. Drs. Goldstein. and Tarter were directed to present a plan concerning the newsletter at Anaheim, including a budget request. It was pointed out that in the newsletter survey recently conducted,the membership was generally not willing to support a newsletter that involved any additional expense to the division. Dr. Goldstein indicated that he would speak with Dr. Samuel Turner, editor of the Division 12 newsletter concerning his experience with it. It was suggested that the next newsletter not appear until the Division 40 APA program was available, so that it could be printed.

It was moved and unanimously approved that the Newsletter editors present a report at Anaheim concerning the organization and administration of the Newsletter.

PROGRAM COMMITTEE:

Dr. Bieliauskas reported that 65 papers and 8 symposia were submitted, with 8 additional submitted after the deadline. There will be invited addresses by Larry Squire and Peter Davies. David Garron was asked to prepare an invited symposium on psychopathology in CNS disorders.

There was some discussion of coordination of the Division 40 and Division 38 programs. It is estimated that Division 40 will have 18-20 hours of program time.

There will be a meeting of the Division Executive Committee prior to the beginning of the APA program on Thursday, August 25th from 5 to 9 P.M. in addition to the regularly scheduled meetinq.

MEMBERSHIP,COMMITTEE:

Dr. Barth indicated that a letter had been mailed to other division members asking them to join Division 40. We received an additional 130 new applications in this manner. The division now has over 1400 members.

Other efforts to encourage people to join the Division might include placement of an application form in the INS Newsletter and putting interest cards in back of APA meeting rooms.

Questions were raised concerning the delay between application and granting of membership and about student affiliate status. Dr. Barth was asked to look into these matters.

COMMITTEE ON LEGISLATIVE ISSUES: Dr. Berent reported that sunsetting efforts were becoming less intense and that there is an increasing number of self-perpetuating licensing laws. The issue of generic licensing with recognition of specialities was also raised.

Dr. Berent was asked to report on this matter at the Anaheim meeting.

WOMEN's CONCERNS:

Dr. White reported that 20% of the division members were women. She also suggested that the Newsletter publish her name,address and phone number so that woman psychologists could contact her regarding any difficulties involving sexism that might concern the division. She indicated that there was some concern involving the nunber of women in APA who Were fellows, journal editors or Council members.

ELECTION:

Dr. Costa announced that the nominations ballot was out, and he went on to review the nominations procedure. There was some discussion of amending the bylaws to somehow limit the nunber of nominees for office, but no action was taken.

VA INTERNSHIPS:

Dr. Kaplan reviewed changes in VA policy regarding selection of interns and specialization during the internship year. No action was taken but the matter will be discussed further at subsequent committee meetings.

DR. KILBURG:

The remainder of the meeting was spent on discussion led by Dr. Kilberg concerning recent changes in health care delivery policies and patterns, credentialing of speciality groups,and other professional issues.

PRIVATE PRACTICE IN REHABILITATION PSYCHOLOGY: APPROACHES AND ISSUES

APA PRE-CONVENTION WORKSHOP, THURSDAY, AUGUST 25, 1983

The Rehabilitation Division 22 is sponsoring a pre-convention workshop on Thursday preceeding the convention focused on private practice. The morning session will be devoted to rehabilitation psychology as a specialty area, the structure of services, payment issues, and the art of consultation. The afternoon session emphasizes different specialty areas for the rehabilitation psychologists' consideration. These include: forensic aspects of rehabilitation psychology, the use of biofeedback, and update on aspects of vocational evaluation, and cognitive remediation. The division is especially pleased,among the distinguished speakers, to have Dr. Thomas Becker address the group on consultation and Dr. Ralph Reitan explain the use of his REHABIT system in cognitive reinediation. COMMITTEE ON GAY CONCERNS:

The division has not yet appointed a liaison person to the APA committee on gay concerns. Anyone interested should contact Nelson Butters or Tom Boll.

RESULTS OF THE NEWSLETTER SURVEY:

There were 156 responses to the survey. Most respondents ranked minutes as being important as part of the newsletter. The Division APA program was also ranked high. The majority of the respondents also preferred a relatively inexpensive newsletter, as compared with a more costly printed document. However, the majori tyof respondents were in favor of one special issue a year.
