PROCEDURES FOR RECOGNITION OF SPECIALTIES AND PROFICIENCIES IN PROFESSIONAL PSYCHOLOGY

These procedures describe the process by which the American Psychological Association and its Commission for the Recognition of Specialties and Proficiencies* in Professional Psychology (CRSPPP) will consider petitions for formal recognition of specialties or proficiencies in professional psychology. The process contains seven identifiable stages: Information, Petition, Notice, Evaluation, Decision, Council of Representatives, and Review.

STAGE I - INFORMATION

Step 1 - Public Information

APA periodically notifies its membership about its specialty and proficiency recognition program. The primary vehicle for this notification wiIl be the APA Monitor, although other mechanisms may also be used.

Step 2 - Request for Information

Information about the specialty and proficiency recognition program will be provided upon request.

STAGE II - PETITION

Step 3 - Completing Petition

Petitioners for specialty or proficiency recognition shall submit petitions using the form designated by CRSPPP. Completed petition forms are filed with CRSPPP.

STAGE III - NOTICE

Step 4 - Receipt of Petition

The petition is reviewed to determine whether it is complete. If it is not complete, the petitioner will be notified in writing of the additional information required. When the petition

is determined to be complete, the petitioner will be notified in writing that the petition has been received.

Step 5 - Notice of Petition

Members of the Council of Representatives, Presidents of APA Divisions, and the administrative organizations that have been identified in the petition process for APA recognized specialties and proficiencies will be notified in writing of the receipt of the petition.Such notice shall be given at approximately the same time the petitioner is notified of receipt.Notice of receipt of the petition will be published in the Monitor in two successive issues.

Step 6 - Comments

The notice of receipt of the petition shall state that copies of the petition will be made available to any party requesting and that comments may be submitted by any interested parties. The date for submission of comments shall be stated in the notice and shall not be less than 90 days after the publication date of the Monitor containing the second notice. All comments shall be in writing.

Step 7 - Replies to Comments

A further notice shah be published in the Monitor listing all parties submitting comments in response to the petition.Copies of comments will be made available to any party requesting them. The notice shall state that replies to comments may be submitted by interested parties. the date for submission of reply comments shall be stated in the notice and shall not be less than 60 days after the publication date of the Monitor containing the notice.All reply comments shall be in writing. Parties obtaining copies of petitions, comments or reply comments will be requested to reimburse APA for the costs of reproduction and mailing.

STAGE IV - EVALUATION

Step 8 - CRSPPP Review

CRSPPP reviews the petition programs and their graduates may be appropriate. and all comments and replies to comments.Training contacted and other collateral information sought where

Step 9 - CRSPPP

Evaluates Materials At one or more scheduled meetings, CRSPPP will evaluate the petition and all comments, replies to comments, and other materials .CRSPPP will seek additional information where appropriate .CRSPPP decides whether to recommend recognition of the specialty or proficiency to the Council of Representatives.

STAGE V - DECISION ON RECOGNITION

Step 10 - CRSPPP Decision on Recognition

The two decision options are:

1. Recommendation for Recognition. It appears that all criteria are met and CRSPPP recommends to the Council of Representatives recognition as a specialty or proficiency until the next scheduled review.

2.Denial of Petition for Recognition. It does not appear that all of the criteria are met and CRSPPP denies a recommendation for recognition. Petitioner or others petitioning for the same specialty or proficiency may not re-petition until one year after the date of the CRSPPP decision. The petitionin g organization is provided with written notice stating the decision of CRSPPP and specifying the reasons for that decision.

STAGE VI - COUNCIL OF REPRESENTATIVES

Step 11 - Council of Representative s Action

The Council of Representatives will review the decision of CRSPPP recommending recognition of a specialty or proficiency. If the Council adopts the CRSPPP recommendation, the specialty or ' proficiency shall be considered recognized. If Council rejects the CRSPPP recommendation, petitioner or others petitioning for the same specialty or proficiency may not repetition until one year after the date of the CRSPPP recommendation for recognition.

STAGE VII - REVIEW

Step 12 - Periodic Review Process

Each APA-recognized specialty and proficiency in professional psychology shall petition CRSPPP no less often than seven years for reaffirmation of that recognition. One year in advance of the expected reaffirmation review,CRSPPP shall notify the administrative organization(s) representing the recognized specialty or proficiency as to when the reaffirmation petition is due and when it will be reviewed, providing instruction on how the petition should be completed and filed .Should CRSPPP not receive a petition for reaffirmation on or before the date specified, it shall give to the administrative organization(s) representing the specialty or

proficiency a 90-day notice that failure to submit a petition within that period of time shall result in revocation of APA recognition of that specialty or proficiency of professional psychology.

Notice will be published in the Monitor inviting parties to submit comments as to the current status of the specialty or proficiency in regard to the principles for recognition. The date for submission of comments shall be stated in the notice and shall not be less than 90 days after the publication date of the Monitor containing the notice . All comments shall be in writing.

A further notice shall be published in the Monitor listing all parties filing comments. Copies of comments will be provided to CRSPPP to any party requesting them The notice shall state that reply comments may be submitted by interested parties. The date for submission of reply comments shall be stated in the notice but shall not be less than 60 days after the publication date of the Monitor containing the notice . All reply comments shall be in writing.

Step 13 - CRSPPP Decision on Continued Recognition

1. Reaffirmation of Recognition. It appears that all criteria are met and CRSPPP makes the decision to continue recognition of the specialty or proficiency until the next scheduled review.

2. Revocation of Recognition. It does not appear that all of the criteria are met and CRSPPP recommends to the Council of Representatives revocation of the recognition as a specialty or proficiency. Petitioner or others petitioning for the same specialty or proficiency may not re-petition until one year after the date of the Council decision.

Step 14 - Statement on Specialty and Proficiency Recognition

Decisions regarding initial recognition, reaffirmation, and revocation, and their effective dates, will be made public by CRSPPP through notice in the American Psvchologist.
