MINUTES FROM THE DIVISION 40 PLANNING COMMITTEE MEETING
April 15 - 16, 1994
Palmer House, Chicago, Illinois

Overview of Meeting:

Dr. Heaton, current President of Division 40, called for the formation of a Planning Committee for Division 40 at the mid-Winter Executive Committee meeting in Cincinnati. The mission of the committee is to develop a long range plan for our Division, articulate its mission, and define its agenda and goals for clinical neuropsychologists within the American Psychological Association.

The first meeting of the Planning Committee was held April 15 and 16 in Chicago at the Palmer House. Over the course of these two days, the members engaged in much discussion of the Division's past history, the Division's relationship to APA, and the future of clinical neuropsycholcgy. The image of Division 40 to APA and other groups was examined, problems identified, and plans developed to improve ourworking relationships with these groups. Given the current zeitgeist within APA to recognize new specialty areas in psychology, working toward establishing clinical neuropsychology as one of the first new specialty areas to be recognized is viewed as an important developmental step for our Division and its members. The committee also reflected on the characteristics of Division 40 members (eg. primary place of employment, primary job responsibilities, demographic characteristics of membership, etc), and addressed ways to ensure that the interests of all members would be represented by the Division.

The first task the committee dealt with was to develop a Mission Statement for the Division. Specific goals for the Division were subsequently articulated and organized using the Directorate structure of APA. Thus, separate goals were formulated for the Division with regard to science, practice, education and public interest. Once goals were elucidated, specific objectives and strategies were developed to address the attainment of each goal. Possible reorganization of the structure of the Division to mirror the Directorate model is also under consideration.

Drs. Meier and Matthews will use the minutes of this meeting to develop a documentsummarizing the mission of the Division, its goals and specific objectives, as well as strategies to attain goals which will ultimately be presented to the Division membership. Publication and distribution of this document to members swill try to be accomplished prior to the APA Convention in August. This will allow for discussion of the Planning Committee report at the annual Division 40 Business Meetinq scheduled for August 14, 1994 at 4:O0. The Planning Committee will also meet during the APA convention.

DIVISION 40 MISSION STATEMENT

The mission of the Division of Clinical Neuropsycholcqy of the American Psychological Association is to enhance the understanding of brain-behavior relationships and the application of such knowledge to human problems. The Division addresses this mission through the advancement of clinical neuropsycholqicalpractice, scientific research, and professional education in the public interest. The goals derived form this mission are to be achieved in cooperation with the American Psychological Association, other professional organizations and the general public.

DIVISION 40 SCIENCE GOALS AND STRATEGIES

Goal1

Promote the study of the scientific foundations of brain-behavior relationships, and the application of such knowledge

Goal 1 Specific Strategies

*Continue to support scientist-practioner training of clinical neuropsychologists.

*Encouage clinical neuropsychologists to conduct research within their practice settings.

*Encourage neuroscientists and research-oriented neuropsychologists to join and actively participate in Division 40

*Advocate for inclusion of neuropsychology in appropriate multidisciplinary research projects (ex. epilepsy research)

*Increase fundig agencies' awareness and recognition of clinical neuropsychology as a science, as well as participation of neuropsychologists on funding agency review committees (ex. VA --, NlH study groups)

*Continue to support student research efforts, through the Program Comnittee's Student Award Program, and the development of a Division 40-spearheaded student research grants program

Goal 2

Promote the recognition of clinical neuropsychology as a science Division within APA.

Goal 2 Specific Strategies

*Utilize the newly selected Division 40 Liaison to the APA Science Directorate (Dr. Marcotte) to promote Division 40's science interest within APA

*Actively seek to place Division 40 members on vital APA committees and Task Forces related to science and research (ex. Test Standards, Publications/Communications)

Goal 2 Specific Strategies (Continued)

*Network with other APA Divisions with similar science interests (eg. Divisions 38, 12, 5, 6, 7, 3, 28) to promote representation of their representatives on vital APA cmmittees and task forces. Work in cooperation with other Divisions within APA towards attaining mutually important science goals,and in forwarding science as an area of emphasis within APA.

*Encourage Division 40 members to participate in APA Journals activities such as serving as manuscript reviewers

Goal 3

Work to improve collegiality within the neuropsychological scientific community.

Goal 2 Specific Strategies

*Promote constructive vs. destructive criticisms of colleagues. This might be addressed through Divisional Events at the APA Convention (ex. Conversation Hour of Journal Editors regarding how to write constructive reviews of manuscripts), as well as in graduate school education.

DIVISION 40 PRACTICE GOALS AND STRATEGIES

Goal 1
 

Articulate and promote ethical principles relatively unique to the practice of clinical neuropsychology.

Goal 1 Specific Strategies

*Seek Clinical Neuropsychology representation on APA Ethics Committee, State Regulatory/Licensure Boards and Voluntary Credentialling Board

*Continue to have Division 40 Ethics Committee monitor issues and ethical principles for relevance to the practice of clinical neuropsychology.

Goal 2

Promote the recognition of Clinical Neuropsychology as a Specialty area by the American Psychological Association.

Goal 2 Specific Strategies

*Take proactive efforts to seek specialty recognition within APA, including appointing a committee to facilitate and direct such actions.

*Proactive efforts might include liaison work with themembers of the APA Education and Practice Directorates and Board of Directors "friendly" to clinical neuropsychology.

Encourage and support efforts to determine and improve validity of clinical neuropsycholqical assessment/intervention procedures

Goal 4

Obtain acceptance of clinical neuropsychological services by third party payers.

Goal 4 Specific Strategies

* Engage in interoganizational CPT Code Advocacy efforts (eg. join with National Academy of Neuropsychologists in working cooperatively with APA's Central Office for CPT Code advocacy efforts)

* Work with APA Practice Directorate and other related agencies/organizations to m the role of neuropsychologists within National Health Care Reform movements.

* Educate Division 40 membersregarding issues of importance for neuropsychologists within National Health Care reform and CPT code utilization through informational articles in Division Newsletter, appropriate sessions at convention meetings, etc.

* Cooperate with the Science Directorate's Survey of Psychological and Neuropsycholcgical Test usage

Goal 5

Encourage the continued development of practice standards and measurement of adherenceto standardsto assist regulatory agencies and credentialling boards in an educational/supportive role

* Continue to develop guidelines for neuropsychological training and practice as needed, and offer education regarding such guidelines to state psychological associations, state regulatory agencies, voluntary credentialling boards and professional agencies.

* Develop a system of Clinical Neuropsychology State Representatives to network with each state's regulatoryboards and statepsychological associations to provide education and advice regarding clinical neuropsychological training and practice standards

Continue to support the development of guidelines for clinical neuropsychological trainingatpredoctoral,intemshipandpost-doctoral levels.

* Maintain and distribute list of training programs that meet guidelines

Promote effective and relevant continuing educational clinical neuropsycholcgists

*Determine current continuing education needs of Division members

*If CE needs exists for members, solicit and sponsor continue educational activities in clinical neuropsychology. This could be at the state level, or could be developed for presentation as part of the APA Convention

*Establish "speakers Bureau" for continuing educational outreach activities

*Establish interorganizational linkages to promote continuing educcational activities (eg. other APA Divisions, other medical, legal and educational organizations)

Encourage and help guide the development of accreditation procedures at all levels
