Since the Deepwater Horizon oil rig explosion in the Gulf of Mexico on April 21, 2010, the emphasis has been on capping the oil well and protecting the shoreline. The immediate environmental impact is clearly visible. However, the direct and indirect economic impacts in the coastal areas of the five Gulf States are not yet fully known. Dun and Bradstreet, a world leader in business information and commercial insight, has prepared a preliminary analysis of the potential economic impact.

Absence of fatalities in blowouts encouraging in MMS study of OCS incidents 1992-2006

WELL CONTROL OPERATIONS are critical in protecting the safety of the employees and the environment. Loss of well control incidents (blowouts) are known to be expensive and cause delays in bringing important production online. Blowouts may also lead to fires, explosions, injuries, property damage and pollution. It is important for industry to minimize the occurrence of these events by implementing safety programs and procedures that will prevent and reduce the severity of blowouts during drilling operations. This article summarizes information about blowouts that occurred during drilling operations on the Outer Continental Shelf (OCS) from 1992 through 2006 and compares this information with the previous study conducted for drilling blowouts that occurred from 1971 through 1991. The paper utilizes data collected from incident reports submitted by OCS oil and gas operators and from the Minerals Management Service’s (MMS) accident investigation reports.

As a result, dual gradient drilling methods have been proposed. This research investigates riser gas-lift as a potential means to implement a dual gradient system. A primary concern is well control in a system containing so many different density fluids and different flow paths. The specific concerns addressed in this study were kick detection, cessation of formation feed-in, removal of kick fluids, and re-establishing hydrostatic control with a constant bottom hole pressure method.

2002 Doctoral dissertation on Well Control. Full text access. From the Abstract: Over 8,000 wells in the Gulf of Mexico exhibit sustained casing pressure (SCP). SCP is defined as “any measurable casing pressure that rebuilds after being bled down, attributable to cause(s) other than artificially applied pressures or temperature fluctuations in the well”. The Minerals Management Service (MMS) regulations consider SCP hazardous and, in principle, require its elimination. Presently, analysis of testing data is mostly qualitative and limited to arbitrary criteria. This work provides theory, mathematical models and software needed for qualitative analysis of SCP tests.

From Abstract: The current methods for off - bottom control of blowouts involve pumping kill fluid into the well through an injection string. These are the dynamic kill and the momentum kill. A comprehensive study of these two concepts was performed. The review included an analytical analysis of the published design techniques for both of these methods. The study drew conclusions about the conceptual validity, applications, advantages, substantial shortcomings, and design problems for each method. In this work, an alternative method for controlling an off - bottom blowout was also developed.

As part of its commitment to restore the environment and habitats in the Gulf Coast region, BP today announced that it will donate the net revenue from oil recovered from the MC252 spill to create a new wildlife fund to create, restore, improve and protect wildlife habitat along the coastline of Louisiana, Mississippi, Alabama, and Florida. The creation of this fund is over and above BP’s obligations under the Oil Pollution Act of 1990.

C-CAP Land Cover Atlas - NOAA Digital Coast

This online data viewer provides user-friendly access to regional land cover and land cover change information developed through NOAA’s Coastal Change Analysis Program (C-CAP). The Land Cover Atlas eliminates the need for desktop geographic information system software, or advanced technical expertise, by processing C-CAP data for the user and providing easy access to that distilled information. The tool summarizes general change trends (such as forest losses or new development) and can highlight specific changes of interest (salt marsh losses to open water, or evergreen forest losses to development, for instance).

CDC and the U.S. Department of Health and Human Services recognize the importance of responding to potential public health issues related to the Deepwater Horizon Oil Spill in the Gulf of Mexico. CDC’s National Center for Environmental Health (NCEH) initiated the agency’s response on April 20th. CDC activated its Emergency Operations Center (EOC) on May 6th as part of the federal response to the environmental disaster. During this time, CDC communicated with state and local health departments so that the agency could quickly support and respond to emerging health concerns in the region.

The Census of Marine Life is a global network of researchers in 80+ nations engaged in a ten-year scientific initiative to assess and explain the diversity, distribution and abundance of marine life in the world’s oceans - past, present and future. Conducting research in under-explored and well-studied habitats alike, in both coastal and deep waters, the Census is identifying new organisms, collecting new information on ocean life, analyzing historical documents, and modeling future ecosystems. This will enable scientists to compare what once lived in the oceans to what lives there now, and to project what will live there in the future. The world's first comprehensive Census of Marine Life - past, present, and future - will be released in 2010.

NHC (National Hurricane Center) has implemented an additional fixed point to the Tropical Cyclone Wind Speed Probability text product, corresponding to the location of the Deepwater Horizon oil spill in the Gulf of Mexico. The Tropical Cyclone Surface Wind Speed Probability product is a tabular text product that provides probabilistic (i.e., the likelihood of an event, expressed as a percentage) information on the future intensity of a tropical cyclone, as well as the likelihood of sustained (1-min average) winds meeting or exceeding specific thresholds at particular locations. There is also a graphical version of this product.

Dutch oil spill response team on standby for US oil disaster | Radio Netherlands Worldwide

Two Dutch companies are on stand-by to help the Americans tackle an oil slick in the Gulf of Mexico. The two companies use huge booms to sweep and suck the oil from the surface of the sea. The US authorities, however, have difficulties with the method they use. The Americans don’t have spill response vessels with skimmers because their environment regulations do not allow it. With the Dutch method seawater is sucked up with the oil by the skimmer. The oil is stored in the tanker and the superfluous water is pumped overboard. But the water does contain some oil residue, and that is too much according to US environment regulations.

Even short term exposure to lighter, more volatile petroleum products (such as kerosene and jet fuel) can have dramatic impacts. These products frequently cause significant burns, eye irritation, neurological signs, and lung damage from inhalation of fumes. Heavier products (such as crude oil) most obviously affect waterproofing, but may also cause physiological problems when ingested or absorbed through the skin. Additionally, crude oil may contain numerous uncharacterized and potentially dangerous compounds.

Gulf Future is a collaborative effort to raise awareness and increase public support for the communities along the Gulf coast affected by the BP oil drilling disaster. This campaign is the brainchild of the Gulf Coast Fund and the Gulf Restoration Network. In May, several folks from our two organizations took a tour of the devastation developing in the Gulf of Mexico and along the coasts of Louisiana, Mississippi and Alabama. Outraged and distressed by what we saw, and anticipating what the future might hold for these communities, GRN and GCF realized that nothing short of a nation-wide outcry about this catastrophe was necessary. Thus the Gulf Future Campaign was formed. Our vision is a to mobilize supporters from across the nation to show their solidarity with the people of the Gulf Coast.

The Gulf of Mexico oil spill site, hosted by the four Gulf Sea Grant programs, provides visitors with current information about the Deepwater Horizon oil spill, as well as easy access to the archives of science-based and objective content gathered in the wake of the spill. Content will be continually updated, and visitors should check back often for new and revised information. The spill was caused by an explosion and subsequent fire that damaged a deepwater drilling platform approximately 50 miles southeast of Venice, La. The rig capsized and sank on April 22, 2010, after burning for hours. The rig was owned by Transocean and was under contract to British Petroleum (BP).

Comprehensive, peer-reviewed toxicology data for about 5,000 chemicals. In response to the 2010 Deep Water Horizon oil spill, the HSDB development team and the HSDB Scientific Review Panel (SRP) compiled and reviewed data for crude oil, Corexit 9500, and Corexit 9527 records.  Although many dispersants exist, the two selected were most widely used during recent oil clean up efforts in the United States Gulf area and are on the U.S. Environmental Protection Agency (EPA) list of authorized dispersants for use on the National Contingency Plan (NCP) Product Schedule. The HSDB records include data on human health effects, animal toxicity studies, environmental fate and exposure, and hazard information.

Over a month has passed since the spill, and oil has begun to kill wildlife and wash ashore. The oil spill is already far larger than the 1989 Exxon Valdez accident that spilled at least 250,000 barrels of oil off the coast of Alaska. Several wildlife organizations are moving teams into the region, and BP—which was leasing the now-sunken oil rig—has activated a hotline for those wishing to offer assistance.

Impact of Crude Oil on Seafood - NOAA Fisheries Service

Crude oil has the potential to taint seafood with flavors and odors imparted by exposure to hydrocarbon chemicals.  The U.S. Food and Drug Administration regulates the presence of hydrocarbons as a possible adulterant in seafood.   The public should not be concerned about the safety of seafood they are buying at this time. The Federal and State governments have strong systems in place to test and monitor seafood safety and to prohibit  harvesting from affected areas, keeping oiled products out of the market.

From the Abstract: Maintaining underbalanced conditions from the beginning to the end of the drilling process is necessary to guarantee the success of jointed-pipe underbalanced drilling (UBD) operations by avoiding formation damage and potential hazardous drilling problems such as lost circulation and differential sticking. However, maintaining these conditions is an unmet challenge that continues motivating not only research but also technological developments. This research proposes an UBD flow control procedure, which represents an economical method for maintaining continuous underbalanced conditions and, therefore, to increase well productivity by preventing formation damage.

The Louisiana Bucket Brigade is a 501(c)(3) environmental health and justice organization working with communities that neighbor the state's oil refineries and chemical plants. The EPA-approved “bucket" is a simple, community friendly tool that fenceline neighbors use to take air samples. We complement the community group by adding a level of technical expertise to their work. We provide this tool and training to community members to monitor and expose industrial pollution as it happens. We assist residents in their fight to reduce pollution and protect public health. We work with community groups to help them take air samples and achieve their goals, be it relocation away from a polluting facility, reduced pollution, or a moratorium on facility expansions. The more evidence the communities gather, the more power they have to attain their goals.

 A Science and Technology (S&T) Program has been executed as a partnership between the State of Louisiana, the US Army Corps of Engineers, the US Geological Survey, and other Federal agencies for the purpose of improving LCA program performance through application of the best available science, technology and engineering. The S&T Program supports the LCA Ecosystem Restoration Plan by: Providing the necessary science and technology to effectively address coastal ecosystem restoration needs Providing analytical tools and recommendations to the Program Management Team for appropriate studies to reduce uncertainties Integrating the roles and resources of the scientific community and other coastal protection agencies and partners at the state, local, and Federal level Providing for internal and external technical review and a systematic approach for coordination with other ongoing and planned related research activities

The ESL is a satellite data receiving station and image processing facility for environmental data from six unique earth observing sensor systems. We specialize in real-time access to satellite imagery and measurements of the atmosphere, oceans and coastal areas within the Gulf of Mexico / Caribbean Sea region, data which we obtain directly from satellite transmissions to three antennas on LSU rooftops. These data have many applications for research, education, and state emergency response.

LSU Joins Consortium to Study, Minimize Effects of Gulf Oil Spill

LSU has signed a Memorandum of Understanding, or MOU, with The Woods Hole Oceanographic Institution, or WHOI, and the Louisiana Universities Marine Consortium, or LUMCON, to form a consortium called the Gulf Oil Research Program, or GORP. According to the MOU, the purpose of the consortium is to work cooperatively to plan, secure funding for, execute and report on a program of scientific research to describe and quantify the effects of the oil spill on varied environments, communities and species in the affected region, and to develop and implement remediations where feasible.

As BP claims administrator Kenneth Feinberg begins this week to compensate victims for injuries caused by the catastrophic oil spill, mental health and substance use conditions won't be included unless they are directly related to a physical injury sustained as a result of the spill. That's discriminatory and continues to perpetuate a damaging and incorrect notion that mental health and addiction conditions are not real diseases with an organic basis. Mr. Feinberg said last month that mental health claims would only be paid if they were caused as a result of a physical injury. While that view may be supported by centuries-old principles of common law, it is inconsistent with our current understanding of the organic correlates of mental health and addiction conditions.

Mission Without A Map is a documented history of the Trustee Council, derived mostly from the public record. It was first inspired as a means of digesting an enormous administrative record into a readable format, so that future administrators, scientists, and scholars hoping to learn from the Exxon Valdez restoration experience have a basis to begin their research.

Executives characterized the spill as a rare event that their companies were not likely to repeat, saying that continued offshore exploration and drilling were essential to American oil and gas supplies. Pressured by committee members, BP America President Lamar McKay would not commit to place funds in an escrow account to handle future claims for economic and ecological damages.

In response to consumer concerns about oil contaminated seafood from the Gulf of Mexico reaching the marketplace, Louisiana Sea Grant has produced a short video outlining the precautions taken to ensure tainted shell and finfish don't end up on the table. Oil Reporter’s Adopt-A-Beach initiative will provide the opportunity for virtual volunteers to review high resolutions imagery of the Gulf Coast and to map data elements such as perimeters of oil presence and injured wildlife in remote areas where physical assessment access is limited. This also provides an opportunity for Oil Reporter photographs and video to be joined with high resolution imagery to provide greater understanding and provide an ability to share data from these sources back to the public.

Oil spill causes concern for cattle along the coast

Oil from the BP disaster in the Gulf of Mexico is causing concern among cattle owners who graze their herds on coastal marshes. The fear is that severe weather or high tides could push the oil inland. “They are worried in case of a hurricane the oil could be pushed up into the canals. Then we’ve got cattle drinking from those canals,” said Andrew Granger, LSU AgCenter county agent in Vermilion Parish.

If the Gulf of Mexico oil spill kills just three sperm whales, it could seriously endanger the long-term survival of the Gulf's native whale population, scientists say. Right now between 1,400 and 1,660 sperm whales live year-round in the Gulf of Mexico, making up a distinct population from other Atlantic Ocean groups, in which males make yearly migrations. All sperm whales are considered endangered under the U.S. Endangered Species Act. But the Gulf of Mexico population is thought to be especially vulnerable due to its relatively small size.

Because oil spills may occur from activities associated with offshore oil exploration, production, and transportation resulting from these lease sales, the Minerals Management Service (MMS) has conducted a formal oil-spill risk analysis (OSRA) to provide spill statistics that can be used in contingency planning for these areas. This report summarizes the results of that analysis, the objective of which was to estimate the risk of oil-spill contact to coastal resources in the GOM from oil spills accidentally occurring from the OCS activities (LaBelle, 2001).

OSHA issues record breaking Million in fines to BP 2009

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) today (October 30, 2009) announced it is issuing $87,430,000 in proposed penalties to BP Products North America Inc. for the company's failure to correct potential hazards faced by employees. The fine is the largest in OSHA's history. The prior largest total penalty, $21 million, was issued in 2005, also against BP.

It is particularly applicable for reducing the risk of a kick or lost returns when drilling with a narrow window between pore pressure and fracture pressure. The constant bottomhole pressure method of managed pressure drilling uses annular frictional pressure and choke pressure in addition to mud hydrostatic pressure to achieve precise wellbore pressure control. This project investigated alternative initial responses to kicks to determine which would be most effective and reliable under different well scenarios when applying the constant bottomhole pressure method of managed pressure drilling.

Mason, PhD, Louisiana State University In the wake of the recent Deepwater Horizon oil rig spill, federal lawmakers have struggled both to address the causes of this rare and disastrous event and to enact policies to guide the environmental and economic recovery of the Gulf region. As part of its effort to respond to the crisis, the Obama administration issued a moratorium on offshore deepwater drilling (first enacted on May 30th, 2010). The goal of the moratorium is to shield the Gulf from further harmful effects by limiting the likelihood of a similar oil spill in the future. The moratorium, however, will do more harm than good. By ceasing offshore drilling, even for as little as six months, the moratorium will further depress onshore state and local economies dependent on oil production.

Tri-State Bird Rescue and Research has been responding to wildlife involved in oil spills since 1976. Tri-State has a trained, dedicated staff on call 24-hours-a-day to respond to wildlife contaminated by oil spills anywhere in the world. Tri-State is one of only two organizations in the country that can professionally manage a response to a major spill. Rehabilitation of oiled wildlife is a complex, crisis-oriented endeavor. Tri-State takes a teamwork approach to oil spill training and response, stressing the need for regulatory agencies, responsible parties, state and federal wildlife professionals, colleagues in wildlife care, and concerned citizens to work together both in preparations for and response to oil spills.

A National Oceanic and Atmospheric Administration video, shot as officials coordinated response to the Deepwater Horizon disaster, shows that federal officials almost immediately worried that the oil well could leak up to 110,000 barrels per day, or 4.6 million gallons. It was filmed in Seattle, at NOAA's Western Regional Center, as scientists and federal officials in Seattle, Houston and New Orleans engaged in telephone conferences, according to a companion.

WAVCIS (wave current surge information system) is a monitoring system in the Gulf of Mexico comprised of meteorological, oceanographic instruments mounted on oil platforms. The data are received at LSU via satellite. A second component of the data involves oceanographic and meteorological data computed using high-powered computers at LSU's Coastal Studies Institute, School of the Coast and Environment. Information is obtained from offshore on a real-time basis and is available worldwide on the web. Oil spill responders, State and Federal agencies are utilizing the data extensively.

Far from the tar-coated beaches and clean-up crews seen on nightly news programmes, the Deepwater Horizon disaster is exacting an ongoing and largely unknown toll. In the open waters of the Gulf of Mexico, floating oil slicks and subsurface plumes threaten a highly diverse ecosystem. According to a 2009 inventory by the Harte Research Institute (HRI) for Gulf of Mexico Studies at Texas A&M University in Corpus Christi, the area around the ill-fated rig hosts 1,728 species, among them whale sharks, tarpon, tuna, sea turtles and sperm whales. With no end in sight for the spill, researchers are now struggling to understand the scope and nature of the damage to deep-ocean ecosystems through some of the Gulf's largest residents.

The curriculum will be taught to over six million pupils in some 1,000 districts. This site is a joint project between students of Worcester Polytechnic Institute, Dr. Mark Pokras of Tufts University's School of Veterinary Medicine and members of the wildlife rehabilitation community. Currently the site contains baseline hematology data and basic biological information for some avian and mammalian species. As time progresses we will be adding more species as well as information about diseases, parasites, management and current issues for each individual species.
