LSU LIBRARY STAFF ASSOCIATION

CONSTITUTION




Article I -- Name


The name of this association shall be the LSU Libraries Staff Association.



Article II -- Objectives and Purposes


The objectives of the LSU Libraries Staff Association shall be to represent the social, cultural and professional interests of its members, and to promote the welfare of the staff as a group.



Article III -- Membership


Sect. 1 Membership in the LSU Libraries Staff Association shall be voluntary.

Sect. 2 All members of the library staff, including graduate assistants, shall be eligible for membership in the Association, upon payment of dues as specified in Article III of the bylaws.

Sect. 3 In order to exercise the voting privilege, hold office or serve on committees, a member must have paid his/her dues.

Sect. 4 Honorary lifetime membership shall be given to retirees.



Article IV -- Officers


Sect. 1 The officers of the Association shall consist of a President, a President-Elect who shall serve as Vice-President, a Secretary, and a Treasurer.

Sect. 2 The officers shall be elected at the annual business meeting in the manner provided for in the bylaws.

Sect. 3 Beginning July 1, the President shall hold office for one year, and the Vice-President/President-Elect will automatically assume the office of President at the end of that year. The Treasurer and the Secretary shall hold office for one year but may run for re-election for one additional consecutive year.

Sect. 4 If a vacancy occurs before the expiration of the term for which the officer is elected, the vacancy shall be filled by appointment of the Executive Committee, as defined in Article V of the bylaws.

Sect. 5 The President shall preside at all meetings. He/she shall appoint the committees designated in Article II of the bylaws and such temporary committees as may be necessary. The President shall be an ex-officio member of all committees.

Sect. 6 The Vice-President/President Elect shall preside at meetings in the absence of the President.

Sect. 7 The Secretary shall keep a written record of all meetings of the Association and of the Executive Committee and shall notify members when meetings are to be held.

Sect. 8 The Treasurer shall have charge of all funds of the Association, including collected membership dues, and shall pay all the bills. At the annual business meeting, he/she shall present to the Association a detailed report of all financial transactions for the year, such report to be filed with the Secretary.



Article V -- Executive Committee


Sect. 1 There shall be an Executive Committee consisting of the officers of the Association and the committee chairpersons. The retiring President becomes an ex-officio member of the Executive Committee.

Sect. 2 The Executive Committee shall meet on call of the President of the Association, who shall serve as Chairperson of this committee, but who shall not have the privilege of voting except in the case of a tie.

Sect. 3 It shall be the function of the Executive Committee to confer with the Dean of the Libraries as necessary concerning administrative policies or plans which affect the Association. The Executive Committee shall give a report of its activities at each meeting of the Association, such report to be filed with the secretary.



Article VI -- Meetings


Sect. 1 The annual business meetings shall be held in May or June. At this time, election of officers shall take place and annual reports shall be given.

Sect. 2 Other meetings shall be held on call, at such time and place as may be decided upon by the Executive Committee or upon request by a majority of the membership.

Sect. 3 One-half of the voting membership of the Association shall constitute a quorum. A majority shall be necessary for the passage of any motion.



Article VII -- Amendments


Amendments to the Constitution shall be made in the following manner:
A proposed amendment shall be submitted in writing to the membership at least two weeks prior to the meeting, at which time the amendment will be voted upon. A two-thirds vote of the quorum shall be necessary to declare the amendment adopted.
