After the base cutter, the 1st 5 numbers of the state project number will be the rest of the cutter. For example: SYMPHONY Workflows title control #o40720255 will have cutter D701311 (since later pieces have 3 spaces for the 1st part of the project number, we will follow the same pattern here). This pattern will be followed also when cuttering for TF24 .L8's and TG24 .L8's.
